FISCAL IMPACT
No General Fund impact for this purchase.
The vehicle purchase totals $185,119.12, which includes upfitting, delivery and taxes. The approved FY 2021-22 Operating Budget includes funding for this purchase within the City’s Vehicle Replacement Fund. This purchase will replace a 30-year-old vehicle.
Each department contributes funding to the Vehicle Replacement Fund to replace their department’s vehicles when appropriate. The Street Division under Public Works has contributed an adequate amount of funding to replace the vehicle specified in this report.
DISCUSSION
Staff requests authorization for the purchase of a Ford F-750 with upfitting to perform service truck duties for the City’s Street Division. Service truck duties mostly include hauling equipment and materials. This purchase will replace a 1990 Chevrolet C/60 (Vehicle Asset# 559B) with approximately 82,000 miles on the odometer. The mileage is low compared to an average “everyday” vehicle of this age due to the function of the vehicle as a service truck utilized for short trips to pick up concrete debris and other large objects to transport throughout the city. This tough work is reflected in the vehicle’s appearance. The overall mileage will not reflect the type of work that this vehicle performs.
This 32-year-old vehicle has met its useful life and is scheduled for replacement under the City’s Vehicle Replacement Program. Repair costs have escalated and staff has concerns that replacement parts will become more difficult to obtain which increases downtime of this vehicle. As a result, the 2021-2022 Replacement Schedule under the Public Works Streets division section identified Vehicle 559B for replacement. Additionally, this vehicle lacks modern safety features that the replacement vehicle will include.
The Equipment Replacement Fund is an Internal Service Fund with allocations spread across all departments utilizing vehicles or large equipment. The Public Works Department cooperatively works with other departments to determine vehicle replacement needs to make vehicle and equipment purchases in an efficient manner. The Public Works Department collects these funds through an Inter-department Service Fund program with the express purpose of replacing specified vehicles and equipment for each department.
The City will purchase the truck from PB Loader through Sourcewell Contract #080521-PBL. Sourcewell is a cooperative purchasing State agency that has competitively solicited bids for various products and services establishing predetermined pricing for governmental agencies. Staff recommends awarding a $185,119.12 purchase contract to PB Loader for this Ford F-750 with upfitting to fulfill the Street Divisions Dump Truck needs.
