City Council adopts the City’s Fees Schedule with adoption of the annual budget for the new fiscal year.
City Council approved the City’s FY 2022-23 Schedule of Fees and Charges at the June 7, 2022 meeting with direction to continue the public hearing to the June 21, 2022 City Council meeting to review and adopt the FY 2022-23 Schedule of Fees and Charges with the proposed Parks and Recreation fees and charges.
Proposed Parks and Recreation Fees and Charges
The Parks and Recreation Commission (Commission) reviewed the proposed changes to the Parks and Recreation Policy Statement and Fee Schedule for FY 2022-23 on May 9, 2022. The Commission recommended that City Council approve the proposed changes.
The proposed Parks and Recreation fees and charges are largely administrative in nature, primarily tied to changes to fees to assist with cost recovery and entail various clean-up to align with updated Parks and Recreation polices and for programs and facilities no longer in use or offered by the City. The City completed market studies for the rental programs and contract classes to determine changes that would not impact revenues, attendance and quality of programs. Costs increases include the minimum hourly wage, maintenance, custodial and security services. Examples of such changes include:
A percentage change in Contract Class revenue retained by the City as well as addition of a fee for private outdoor classes on City property (Page 3) An advertising rate fee increase for the Fullerton Connect (Page 3) A $10 per week fee increase for Camp Hillcrest (Page 4) Addition of vendor fees for City outreach events consistent with other event vendor fees (Page 5) Addition of the City’s standard insurance policy requirements for facility rentals (Pages 10, 21) A $15 fee increase for hourly rental rate at Adlena Park picnic shelter, consistent with other park shelters (Page 10) Parks and Recreation staff hourly rate, security guard hourly rate and security deposit for rentals at Hillcrest Terrace fee increases (Page 13) Change in Fullerton Community Center hours of operation (Page 15) Fullerton Community center rentals fee increase (Pages 17-18) Modifications to the Fullerton Community Center rules and regulations (Pages 18 - 20) Modifications to the Fullerton Community Center use of the amplified music policy and food policy (Pages 20 - 21) Changes in Fullerton Community Center table tennis fee structure (Page 21).
Staff has attached the redlined proposed Parks and Recreation fees and charges for FY 2022-23 and the authorizing resolution to amend the Schedule of Fees and Charges for FY 2022-23 and adopt the updated FY 2022-23 Schedule of Fees and Charges.
