Agenda Report
Fullerton City Council
MEETING DATE: JUNE 21, 2022
TO: CITY COUNCIL / SUCCESSOR AGENCY
SUBMITTED BY: ERIC J. LEVITT, CITY MANAGER
PREPARED BY: LUCINDA WILLIAMS, CITY CLERK
SUBJECT: BOARD / COMMISSION / COMMITTEE BUSINESS CARDS

SUMMARY
Consider providing City business cards for Fullerton board, commission and committee members.

RECOMMENDATION

1. Consider whether to provide City business cards to Fullerton Board, Commission and Committee Members.

If City Council approves providing business cards to board / commission / committee members, then:

2. Provide direction whether the City will use staff contact information or allow members to use personal email addresses on official City business cards.

3. Direct staff to develop a business card policy, incorporating direction provided at this meeting, and a personal devices policy for committee members for approval at a future City Council meeting.

ALTERNATIVE RECOMMENDATION
Alternatively, City Council could allow members to use the City seal on business cards by submitting a City Seal Use Request to the City Clerk. Committee Members could then create business cards at their own cost with the condition that members use business card exclusively for City business. Staff would return to City Council with a business card policy, incorporating direction provided at this meeting, and a personal devices policy for committee members for approval at a future City Council meeting.

BUDGET POLICY PRIORITY STATEMENT
This item matches the following Budget Policy Priority Statement:

Fiscal and Organizational Stability.

FISCAL IMPACT
Fiscal impact depends on City Council direction.

A box of 250 business cards costs $50. A box of 500 business cards costs $75. Purchasing business cards would cost an estimated $2,500 as well as ongoing costs for future members and replenishment for existing members.

DISCUSSION
For brevity, “committee members” will mean board, commission, and committee members throughout this report.

Staff occasionally receives requests from committee members for business cards. The City has not provided business cards to its committee members to this point. Some Transportation and Circulation Commissioners recently indicated they created their own commissioner business cards. Staff will note that no one may use or reproduce the City Seal without authorization.

Staff requests City Council consider whether the City should provide business cards for all committee members. If City Council supports providing business cards, staff requests City Council provide direction whether the City will use staff contact information or allow members to use personal email addresses on the business cards. Providing City emails to all 50 committee members would cost approximately $12,312 per year.

Staff would then draft a policy regarding appropriate use of business cards and representation as an appointed official, excessive use of business cards and use of personal devices and accounts for City Council review at a future meeting. Staff would also incorporate the cost to provide business cards and city email addresses (if approved) in the 2022-23 budget.

Staff surveyed Orange County cities regarding their committee business card practices and received the following responses:
