RECOMMENDATION
Approve Professional Services Agreement with Turbo Data Systems, Inc. for a term of seven years with the option of three additional one-year extensions.

Authorize City Manager, or designee, to execute Agreement and any amendments to the agreement.

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statements:

Fiscal and Organizational Stability
Public Safety.

FISCAL IMPACT
Staff anticipates partially offsetting costs associated with Turbo Data for parking permit processing through permit fee revenue in FY 2022-23, with the opportunity of being fully cost recoverable in subsequent years. The estimated first year costs of parking permit processing services totals $34,000, which staff included in the FY 2022-23 Budget. Staff conservatively estimates $16,000 in permit revenue will offset first year costs with costs more fully recovered as the parking permit program for residential and recreational vehicles and related enforcement continues to evolve.

DISCUSSION
The Police Department has existing agreements in place with Turbo Data to process traffic citations and payments, as well as DUI restitution. Turbo Data also has existing agreements with the City to provide parking citation and payment services for the downtown area, overnight parking and street sweeping violations.

Turbo Data also provides parking permit processing and has successfully integrated with SP+ which provides parking enforcement services. Staff evaluated moving both the residential and recreational vehicle parking permit processing to Turbo Data. This would also provide greater efficiency, cost reduction and fee recovery by consolidating the parking permit issuance from three different departments to one service provider.

Turbo Data meets required payment card industry standards and their success with citation payment processing integrates with their ability to facilitate resident access to parking permit processing.

Revenue received from residential and recreational vehicle parking permits fluctuates annually depending on the number of permits needed. The City has received $17,585 average annual parking permit revenue over the past five fiscal years with the annual details as follows:

FY 21-22 (YTD 5/30/2022): $18,824
FY 20-21*: $16,404
FY 19-20*: $16,118
FY 18-19: $18,256
FY 17-18: $18,324
*Some parking permit fee waivers due to COVID pandemic.

Turbo Data charges the following:
$300 monthly service and cloud-hosting fee
$0.50 processing fee per digital permit
$2.00 processing fee per physical permit
$2.75 per permit for fulfillment services
$1.58 per mailed letter correspondence with postage
$55.00 per group email
$1,200 for a one-time startup cost.

Staff has estimated a total cost of $34,004 for Fiscal Year 2022-23 and an estimated annual cost of $32,804 in subsequent years.

Staff expects parking permit processing by Turbo Data to further facilitate residential and recreational vehicle permit processing, enforcement and citation billing and collections.
