SUMMARY
City Council certificate recognizing Mr. Dong Woo Joseph “Joe” Pak for his work on the Korean War Memorial at Hillcrest Park and request to name Mr. Pak as the City’s ombudsman for the Korean War Memorial.
RECOMMENDATION
Recognize Mr. Dong Woo Joseph “Joe” Pak for his work on the Korean War Memorial Name Mr. Dong Woo Joseph Pak as the City’s ombudsman for the Korean War Memorial at Hillcrest Park.

DISCUSSION
Mr. Dong Woo Joseph “Joe” Pak, Secretary General of the Orange County Korean War Memorial Committee, was the creative force in conceptualizing a Korean War Memorial in Orange County that would display the names of all fallen United States service members during the Korean War. Mr. Pak worked tirelessly for 12 years to raise awareness and funding to construct the Korean War Memorial at Hillcrest Park. Mr. Pak was the lead member of the Orange County Korean War Memorial Committee that worked with the City to design, construct and oversee the memorial.
The significance and popularity of the memorial has led to a number of events at the memorial to commemorate key dates in the liberation of South Korea and the Korean War, especially from the Korean American community throughout Orange County. Due to the popularity and demand, staff recommends appointing an ombudsman to provide the initial point of contact with organizations interested in events at the memorial. The ombudsman would assist groups with scheduling events with the Parks and Recreation Department and provide information needed to receive City permits for an event. The Mayor has requested City Council name Mr. Pak as the City’s Korean War Memorial Ombudsman as he is an active member in the Korean American community and has familiarity with the memorial and its significance.
