Fullerton City Council
MEETING DATE: JUNE 21, 2022
TO: CITY COUNCIL / SUCCESSOR AGNCY
SUBMITTED BY: ERIC LEVITT, CITY MANAGER
PREPARED BY: ALICE LOYA, DEPUTY DIRECTOR OF PARKS and RECREATION AMANDA ARBISO, parks and recreation MANAGER
SUBJECT: SECURITY SERVICES AGREEMENT WITH EES AMENDMENT NO. 3 AND CONSIDERATION OF 24-HOUR SECURITY FOR CITY FACILITIES
SUMMARY
Executive Event Services (EES) has requested to increase their hourly rates for onsite security services in response to the current economic conditions.
RECOMMENDATION
Approve Amendment No. 3 to the Security Services Agreement between the City of Fullerton and Executive Event Services for unarmed professional security at City facilities.
Authorize City Manager, or designee, to execute and administer the Security Services Agreement and all documents related to the agreement, including options to extend, in a form approved by the City Attorney.
CITY MANAGER ANALYSIS
In addition to approving the agreement, City Council could consider requesting the City Manager present an amendment to add a 24/7 security for the Hunt Library due to vandalism. The cost for the additional service would total approximately $190,000 per year. I do not recommend this solution at this time.
Alternatively, City Council could approve 24/7 security for 60 days while the City investigated alternative options.
PRIORITY POLICY STATEMENT

Public Safety.
FISCAL IMPACT
The hourly rate for security services will increase by $2 per hour (from $23.25 to $25.25) for the first half of the fiscal year. The rate will increase another $1.50 for the second half of the fiscal year, making the rate $26.75. These rate increases will generate an additional $19,091 annual cost to the City for the following:
$6,864 for Parks and Recreation at the Fullerton Community Center $6,721 for City Hall
$5,506 for the Fullerton Public Library.
Staff anticipates existing appropriations will absorb the cost increases.
DISCUSSION
The City of Fullerton entered into a two-year agreement with EES in 2018 for security services at Fullerton Public Library and Parks and Recreation Facilities. The City selected EES after reviewing proposals from 16 security service providers through the City’s competitive Request for Proposal process. EES currently provides scheduled security services to City Hall, the Fullerton Public Library and the Fullerton Community Center. EES also provides additional security services to other City facilities on an as-needed basis.
The City and EES first amended the agreement on October 27, 2020 to include expanded services at the Library and City Hall to facilitate compliance with public health guidance and social distancing brought on by the COVID-19 state of emergency. The City and EES entered the second amendment on January 20, 2021 due to the annual minimum wage increases.
The City agreed to extend the term of the agreement through November 20, 2022. Thereafter, both parties may extend the agreement by mutual agreement for the final one-year additional term.
EES currently charges $23.25 per hour and $34.88 per hour for holidays. With this amendment, EES will charge a new $37.88 holiday rate for the first half of the fiscal year and $40.13 for the second half of the fiscal year.
Due to current economic conditions, EES has seen an increase in costs for gas, labor, and vehicle maintenance since January 2021. These factors have led EES to request two rate increases which will result in an 11.8% rate increase to the current hourly rate. Effective July 1, 2022, EES will charge $25.25 per hour and $26.75 per hour in January 2023. This increase will result in the following:
Parks and Recreation Department: Additional $6,864 annual cost based on $64,896 current estimated annual cost City Hall: $6,721 increase based on $63,544 current annual estimated costs Fullerton Public Library: $5,506 increase to $52,052 current annual costs.
EES has complied with their agreement throughout the term and has performed at a more than satisfactory level. As the need for public and employee safety remains of utmost importance, staff recommends accepting the requested compensation increase to $25.25 per hour starting July 1, 2022 and $26.75 per hour beginning on January 1, 2023.
