PRIORITY POLICY STATEMENT

Infrastructure and City Assets.
FISCAL IMPACT
The County of Orange funds are restricted for street improvements only. The City will use the funding on Project 44054 Orangethorpe Avenue Infrastructure Improvements to rehabilitate Orangethorpe Avenue between Harbor Boulevard and Lemon Street.
Staff programmed this project based on anticipated use of the County funds. Without the funds from the County of Orange, City will either cancel this project or redirect funds from other street projects, resulting in potential cancellation of the other street projects.
DISCUSSION
The Agreement with the County of Orange results from both the City’s and County’s response efforts to the Coronavirus pandemic.
The State of California declared the Coronavirus pandemic on March 4, 2020. In response, the City and County agreed to a short-term (90-day) utilization of the gym at Independence Park for emergency cold weather use for the local unsheltered population. The facility required many improvements and the County agreed to reimburse the City for improvements at the facility as part of this agreement.
The continued crisis required operations to continue beyond the original 90 days of the agreement. The City Manager and County CEO negotiated a new informal agreement to continue operations and obtain additional benefits to the City as compensation, which included $1 million in street funds for the portion of Orangethorpe Avenue between Harbor Boulevard and Lemon Street.
Staff initiated discussions with the County Engineer approximately one year ago to formalize the agreement and obtain the funds. Due to the County’s budget schedules, formalization of the Agreement could not commence until January of this year (mid-term budget for the County). Should City Council approve the Agreement, the County plans to present this item to the Board of Supervisors on August 9, 2022.
