Infrastructure and City Assets.
FISCAL IMPACT
Project 55037 Downtown Area Trash Enclosure has funding available from the Refuse Fund (Fund 46) in the FY 2021-22 Budget. Staff recommends a $50,000 budget transfer from Project 55037 Downtown Area Trash Enclosure to Project 55054 Downtown Trash Enclosures – West Santa Fe Avenue Parking Lot (CIP Fund 74).
Staff has attached a Budget Data Sheet for reference (Attachment 1).
DISCUSSION
This project involves construction of two new trash enclosures within the City’s parking lot at 120 West Santa Fe Avenue (see Attachment 2 for location map).
Due to the age and size of the project area buildings, businesses in this area of downtown utilize common trash enclosures rather than individual enclosures located on the business’ respective property. These new enclosures will increase the available trash capacity and provide capacity for recycling and organic waste.
The new enclosures will replace the recently demolished original undersized and aged trash enclosure (temporarily replaced with a chain link fence enclosure within the parking lot) that required increased maintenance. The new enclosure will include a roof and connections to the City’s sewer system to aid with maintenance and cleaning.
The expected cost for this project has increased beyond the originally proposed budget due to recent significant increases in construction labor and material costs and needs additional funding to complete the construction and inspection phase. Staff recommends transferring the additional funding from savings from the recently completed downtown area trash enclosure project.
