SUBJECT: DONATIONS AND GIFTS FOR FISCAL YEAR 2022-23
SUMMARY
City Council annually considers a resolution to authorize acceptance and appropriation of donations and gifts to the City for the donation’s intended purposes.
RECOMMENDATION
Adopt Resolution No. 2022-XXX.
RESOLUTION NO. 2022-XXX – A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, AUTHORIZING THE APPROPRIATION AND EXPENDITURE OF FUNDS AND GIFTS DONATED TO THE CITY IN FISCAL YEAR 2022-23 FOR THEIR INTENDED PURPOSES Authorize City Manager, or designee, to accept cash donations and gifts received in Fiscal Year 2022-23 for various City programs, community events and/or purchase of certain goods in keeping with community values.

FISCAL IMPACT
Increases to budgeted revenues and expenditures are based on actual donations or gifts received in FY 2022-23. There is no net budgetary fiscal impact.
DISCUSSION
The City of Fullerton (City) receives cash donations and gifts for various programs, community events and/or the purchase of essential supplies and materials that provide benefit and value to the community throughout the fiscal year. Donors usually direct or earmark donations or gifts for a specific purpose or program for the City to expend these funds. For example, the Library has received donations to purchase artifacts for its Local History Room and Parks and Recreation has received various donations or gifts for its youth programs. This normally requires formal City Council action to accept and appropriate such donations which is not cost effective and can delay use of funds.
To streamline administrative efforts, City Council considers a resolution on an annual basis to authorize acceptance and appropriation of all donations and gifts given to the City throughout FY 2022-23. This gives the City Manager, or designee, administrative authorization to appropriate such funds as received for their intended purposes. Staff will provide a “Donations and Use of Gifts Report” to provide a formal update to City Council on all donations and gifts received and expended in FY 2022-23 at the end of the fiscal year.
