SUBJECT: PROFESSIONAL SERVICES AGREEMENT WITH CALIFORNIA YELLOW CAB
SUMMARY
The Parks and Recreation Department requests City Council approval to enter into a professional services agreement with California Yellow Cab for taxi services provided by the Senior Mobility Program (SMP) funded by the Orange County Transportation Authority (OCTA).
RECOMMENDATION
Approve professional services agreement with California Yellow Cab to provide taxi services through the Senior Mobility Program.
Authorize City Manager, or designee, to execute and administer agreement with California Yellow Cab and all documents related to the agreement, including options to extend, in a form approved by the City Attorney.
FISCAL IMPACT
The cost for Senior taxi rides totals approximately $80,000 per year. The City will receive approximately $165,325 from the OC Go funding (M2) from OCTA for senior transportation in Fiscal Year 2022-23. The City will use the remaining funds for discounted senior bus passes, advertising and senior excursions.
The City will provide its estimated $33,065 match requirement in in-kind staffing included in the adopted operating budget.
DISCUSSION
The City of Fullerton receives funding from OCTA’s Senior Mobility Program (SMP) through OC Go (formally Measure M2), Orange County’s local half-cent sales tax for transportation improvements. The program allocates one percent of net revenue to the SMP. Participating cities receive their allocation based on their share of the county’s population of seniors over 60 years of age. Annual funding has ranged from $95,000 to $135,000. Fullerton’s forecasted allocations for FY 2022-23 total $165,325. The City’s forecasted $33,065 matching funds will consist of an in-kind contribution of Parks and Recreation part-time staffing, included in the Parks and Recreation Department adopted operating budget.
The City currently contracts with California Yellow Cab for the SMP. The contract expires on June 30, 2022. Staff released a request for qualifications in April 2022 to solicit qualified transportation companies to provide taxi service for the SMP. Only California Yellow Cab submitted a proposal. The Parks and Recreation Department recommends awarding the new contract to California Yellow Cab based on their proven track record, emergency protocols, service levels and pricing.
The senior transportation program offers residents ages 60 years or older taxi rides to assist seniors in maintaining their independence. This program provides approximately 3,000 to 4,000 taxi rides per month. The City pays California Yellow Cab with SMP funds for $35 round trip for taxi rides within the City limits and $35 + $2.50 per mile for trips outside of Fullerton for an average round trip cost of $85. This cost will increase to $40 round trip for taxi rides within the City limits and $40 + $2.50 per mile for trips outside of Fullerton beginning July 1, 2024, per the terms of the agreement.
OCTA has approved the City to provide taxi rides for two different types of programs:
Nutrition Program – Free transportation to the Fullerton Community Center to participate in daily nutrition, recreation, wellness and social programs.
Non-Emergency Medical Program – Discounted medical transportation. Seniors pay $6 round trip within the City of Fullerton and $14 round trip outside of Fullerton but within Orange County.
Taxi services may expand to include transportation for shopping trips within the City of Fullerton depending on available funding and approval from OCTA.
