FISCAL IMPACT
The Fiscal Year 2022-23 Capital Improvements Program (CIP) Budget includes $60,000 of Water Funds budgeted in Project 53029 Glenwood-Ford Water Main Replacement. The project needs an additional $160,000 appropriation to support the total $220,000 project budget. Staff recommends a $45,000 budget transfer of Water Funds from Project 53250 Water Main System Replacement and $115,000 of ARPA Funds approved in the FY 2022-23 Adopted Budget for Water Main Replacement projects to appropriate in Project No. 53029.

Staff has attached a Budget Data Sheet for reference (Attachment 1).

DISCUSSION
The Glenwood-Ford Area Water Main Replacement Project involves replacement of approximately two miles of water pipe, roadway pavement rehabilitation, replacement of deteriorated curbs, gutters, sidewalk, cross gutters, spandrels and construction of new ADA access ramps. See Attachment 2 for project limits.

The existing water pipes in this area have a significant history of water main breaks and need replacement. This project will also help meet the Water Rate Study water main replacement goals.

Staff recommends utilizing an engineering design consultant to prepare the plans and specifications for this project due to existing staffing levels, large number of upcoming projects and project schedule requirements. City Council approved a five-year on-call water engineering design consulting services agreement with JIG Consultants of Orange, CA on October 16, 2018. This firm has submitted a $142,970 proposal for design services.

The design fee includes $82,960 for base design services (plans, specifications, estimate, etc.), plus $33,800 and $26,210 respectively for staff recommended optional services for geotechnical investigation of subsurface soil conditions within the project area and potholing existing utilities to minimize potential conflicts during construction. See Attachment 3 for the proposal.

Staff found the proposal and fee schedule sound and complete to form and recommends awarding the project design to JIG Consultants.

Staff estimates construction would begin in summer 2023.
