PRIORITY POLICY STATEMENT

Fiscal and Organizational Stability
FISCAL IMPACT
The program award from California Arts Council through the State Budget Act of 2021 totals $500,000 and requires no City funding for the funding pass-through to MOTAL. The City will sub-award $500,000 of the $500,000 awarded to the City to MOTAL throughout FY 2022-23. This grant has no matching funds requirement and thus no net fiscal impact on the City.
DISCUSSION
The Museum of Teaching and Learning applied for funding through the State in 2019 with the intent of creating a mobile exhibition titled, Baby’s Amazing Brain, Don’t Screw it Up. On June 29, 2021, Assemblywoman Sharon Quirk-Silva announced that her office had secured $500,000 of funding for the exhibit through the Budget Act of 2021.
MOTAL’s exhibit will feature the latest scientific information on brain development and will incorporate interactive museum exhibition design and technology.
MOTAL will outfit a 48-foot moving van with about ten stations that portray the spectacular brain development that occurs in the brains of children from birth to kindergarten. The semi-trailer will be ADA-compliant and the exhibit will incorporate multiple languages.
The California Arts Council, a state agency, and Assemblywoman Quirk-Silva notified the City of Fullerton of its selection, and ultimately, its requirement as the designated grantee on behalf of MOTAL.
The California Arts Council requests that the City of Fullerton enter into a Grant Agreement to receive and appropriate funding. In addition, the City Attorney’s Office and City Manager recommend that the City enter into a Subaward agreement with MOTAL to ensure proper use of funds and a process for distribution.
