Consultant, when requested, shall furnish clarification and/or explanation as may be required by the City’s representative, regarding any services rendered under this Agreement at no additional cost to City. In the event an ambiguity or question of intent or interpretation arises with respect to this Agreement, this Agreement shall be construed as if drafted jointly by the parties and in accordance with its fair meaning. No waiver of any provision of this Agreement shall be effective unless in writing and signed by a duly authorized representative of the party against whom enforcement of a waiver is sought. ON-CALL LANDSCAPE ARCHITECT SERVICES, CITY OF FULLERTON DVD 4 For more than twenty years David Volz Design has been successful in designing and completing hundreds of task orders for improvements under multi-task “as-needed” and “on-call” agreements for local public agencies. Our success and effectiveness with multi-task agreements is based on our philosophical approach; by envisioning our team as your partner, virtually an extension of your staff, our collective goals and desires will be aligned and focused in the same direction. Your needs and expectations will be our highest priority and when you are successful, we realize our success. This close partnership approach, this mind set, has proven successful and highly effective in the way we interact with our clients . Currently, David Volz Design (DVD) has on-call agreements with two dozen public agencies in Southern California.
As part of our on-call agreements, DVD often works with multiple city departments and oversight agencies for the successful completion of a task order. These projects ranged from irrigation upgrades, to preparing master plans and construction documents for neighborhood parks, golf course rehabilitation, trails, bikeways, parking lots and many other interesting projects. We understand the planning process, environmental process and the need for public works guidance and reviews. We have designed and helped to develop projects, both large and small, which have required extraordinary mitigation measures, engineering within tight tolerances and solutions which have required unique and creative designs. We are ever mindful of project funding mandates and agency requirements. We have designed projects that were federally funded, bond funded and multi-agency funded.
For example, our partnership philosophy is clearly demonstrated by our long relationship with the City of Stanton. One of the projects we completed for Stanton is the acclaimed Stanton Central Park. This park was featured on the California Parks and Recreation Society tour of Southern California Parks. Our long- term relationship is due to our design team being timely, creative, accurate, flexible, and responsive. We have also been successful in putting together expert project teams to solve complex project issues.

ON-CALL LANDSCAPE ARCHITECT SERVICES, CITY OF FULLERTON DVD 6 PROJECT EXPERIENCE & REFERENCE
There are no parks nor any available parklands in this section of Buena Park. An initial opportunity to provide some dedicated park facilities at Whitaker School has blossomed into a full of fledged “new” park across three acres of school yard. Through a series of community outreach workshops a plan has emerged with several exciting and unique elements. In addition to normal park amenities, shaded picnic spaces, play lots restrooms, a jog path and nice open spaces, there will be a STEM themed hardscape plaza, unique geometric ground patterns and other creative play spaces. The basketball court surface will be painted for fraction ball, a math-based ball game. The running/walking track will have distance markers. The universal accessible play lot is envisioned to have fun, exciting, and challenging elements for all ages. This fully lighted park will host sports activities, family gatherings, and a myriad of recreation opportunities in this under served part of the city. As the property is to be shared with Whitaker Elementary School, a unique agreement between the City and the School District will allow for this great joint use community facility.

The revitalization of Fremont Park will be a great improvement for the citizens of Glendale. It has a special character and being the oldest park in the city, an important historical context; it provides a wonderful greenspace and needed recreational opportunities for the residents who live just north of downtown Glendale. This community, through several outreach meetings, provided DVD park planners with insights related to the park’s use and the current needs for recreation. The slate of improvements we planned will be enjoyed by all: new synthetic turf soccer fields, community center, play spaces, picnic grounds and ball courts. New lighting, easy access, and a full perimeter drive path will ensure better security.
New parking, new maintenance facilities and a refurbished home for the model railroad club will improve this community focal point.
This busy facility includes an active tennis community with regularly scheduled lessons, tournaments, and play days. There is also a great contingent of drop-in regulars that frequent these courts. An update of the facility was needed, access, lighting and new fencing, and net stations were installed based upon “DVD and their team ... have provided leadership for community outreach, have designed creative and fun play spaces and have prepared high quality construction documents.”

Cypress’ Lincoln Avenue median make-over has transformed this important 2-mile corridor, enlivening the streetscape with a dynamic new landscape. The Cypress civic leaders envisioned a citywide aesthetic improvement program for all the city’s major arterials. Much more than a turf conversion project, this sustainable installation aesthetically ties together, the neighborhoods and commercial district on the city’s north side. The unique creative design blends a varied palette of plant materials, existing trees, new flowering trees, cobble and boulders to redefine and enliven this streetscape.
Consideration of the existing conditions, mature trees, mounded medians and a varied set of adjacent developments and
landscapes lead to a unique and distinct new look for this important 2-mile east-west thoroughfare. The new plantings blend and correlate with the surrounding character of the city’s developed neighborhoods. This project is special and important as it sets the standards for future city beautification initiatives where drought caused water restrictions have necessitated a new sustainable public landscape aesthetic. A new state of the art drip irrigation system with intelligent controllers ensure efficient water delivery and healthy plant growth The result is an exceptional quality-of-life improvement, a unique design, sustainable from a resource and maintenance point of view, and full of refreshing variation.

Circle Park is a dream of a park! In a neighborhood where private yard space is non-existent, Circle Park changed a street median island into an exciting social center. There are so many spaces the neighborhood residents can enjoy. A picnic shelter with tables and barbecue grills brings people out for pleasant gatherings. A tricycle path, marble pitch, and play equipment encourage active play and exercise for the neighborhood children every day. Water-wise plantings provide aesthetic value and also show examples of responsible landscaping in our Southern California climate. The vision of this park came from thoughtful collaboration between the design team, Anaheim City Public Works and Park Planning, and neighborhood residents.
Neighborhood outreach resulted in several great inspirations for the park’s design, and in the end, gave Circle Park a distinctive charm as a family-centered park. The location for this park was once a lonely median in a street cul-de-sac, about 8,700 square feet, with old plantings and no access. Once the project began, the tight budget and short time frame to construct were challenges that required creative thinking and careful attention to detail. The large street median was a perfect location to place a neighborhood park if the street parking and safe crosswalk configurations could be redesigned. City Public Works and Parks Staff creatively considered the challenges and with community support the street was reconfigured. The beautiful new park offers a great play space and stands as a vibrant centerpiece that enhances this pleasant little neighborhood. Circle Park may be small in size but it has very big value for this little cul-de-sac neighborhood, bringing life outdoors.

City Hall is the most important civic building in Stanton. It houses the busy senior center and is flanked by the library on bustling Katella Avenue. The new civic plaza is a highlight of the many recent city wide civic and commercial improvements that have greatly enhanced the community image. The civic leaders wanted a sustainable landscape to enliven the 2-acre city hall campus and to promote pride in the community. The vision included taking some of the frontage street, enlarging the plaza space clearing all old dated elements and creating a new community space indicative of the city-wide beautification program. The new plaza and public spaces include new trees, low water use shrubs and a bold updated ambiance for this important civic center. The beautiful paving system provides access to all from the street side bus stop and back parking structure to the council chamber, offices and senior center doorway. Cast concrete planters, beautiful metal highlights and attractive low water use plantings adorn the new civic plaza. LED lighting accent the City Hall structure, the new flagpole and the beautiful plaza art deco inspired details. The City received CDBG funds to improve access for seniors and City Hall visitors. The County Library is across the street from City Hall and was included in the project through, with a cooperative funding agreement in place. The unique “Stanton” bollards proclaim the pride this city has in its community and its public spaces.

State Street park encompasses a 5-half acre utility overlay “found” parcels, along a half mile stretch of Southern Avenue. These parcels connect dozens of mid-city neighborhoods, as well as several local schools and commercial districts, they also allow for easy access to large city parks. Access to nature and open green space is provided throughout this 2 ½ acre park through elements including rolling turf grass, interspersed garden spaces as well as California native plantings that encompass one fifth of the site. The half-mile long park trail system meanders through the green space and provides access to numerous play and recreation nodes. This pathway-to- play parallels a new class 1 off street bikeway that runs the length of the project and connects to other city-wide trails. There are exciting play spaces, exercise equipment pods, sports courts and picnic spaces dispersed along the liner park’s trail system. After any given school day, the park site is filled with kids traveling between school and home who stop to recreate along this parks’ pathway. There are sculptures in this park that tie together the art and nature theme that the community asked for during the park planning process. State Street Park enriches the community, invites and provides access and elements of programed, prescribed and creative play, and provides wonderful park space on “found” underutilized utility corridor lands.

A complete renovation of the Palm Springs Dog Park on the City Hall Campus was a high priority project for the city. Many years ago, the facility was state of the art for its time. An artist designed fence enclosure surrounds two paddocks, one for large dogs, one for small. These spaces were popular with the dog loving community in the downtown area for two decades. The drought restrictions and deteriorating infrastructure led to a loss of turf ground cover and the facility became a dust bowl. A committee of community leaders, stakeholders and the Mayor worked with the public works department and the design team to plan a complete makeover of the facility. New ADA access and seating areas were added. New shade trees in rock and boulder protective islands were designed and new turf sod was placed over the newly upgraded irrigation system. Innovative and creative application of the water reduction mandates allowed for a large turf grass allotment within the dog park enclosure. By lowering water use on other areas of the city hall campus net water use was calculated to be reduced even with a sufficient supply for the new high-use turf. With approval of the water district, the project was able to move ahead. The park with new dog bone benches, doggie cooling stations, new paved walks and lots of shade is once again a destination for the Palm Springs dog loving community.

From our parks, all accessible playgrounds, streetscapes and sport fields to our historic gardens, DVD delivers outstanding, sustainable, award winning projects.
A beautiful and sustainable landscape starts with a clear understanding of the client’s requirements, the site and environs and a creative approach to the design process. We at DVD believe that the ultimate measure of sustainability of any public space has to be high use and enjoyment over the long term.
Resource conservation through the use and specification of recycled and reused materials and identification of locally sourced goods are important sustainability issues. Adaptive reuse of on-site materials, carefully balanced grading operations and protection of on-site resources are always considered in our designs.
Water resources are conserved through our thoughtful low water use planting schemes, precise irrigation layout and control systems, as well as, stormwater capture, cleaning and reuse. For pollution prevention, best practices stormwater recycling plans are embraced and integral to our designs. On site water detention, bio filtration, permeable pavement, and many other measures are creatively incorporated into the landscapes we design.

ON-CALL LANDSCAPE ARCHITECT SERVICES, CITY OF FULLERTON DVD 27 For any community inspired design program, David Volz Design envisions a robust community engagement process.
Our initial community meeting will be a participatory community brainstorming session focused on gathering ideas for developing a park master plan. Our preparation for this input will include site reviews and analysis of the plans and documents related to this park site. We will gather “seed” ideas from city staff and from our own site reviews. Our team will assist in the preparation of notices and graphics to get the word out - to invite and encourage the neighborhood community to help design their park.
These and many other questions will be asked and answered through the initial and follow-up meetings, whether in person or online, with the community. We will also bring forward social media responses obtained through electronic outreach and survey.
We will begin the initial workshop with an on-site tour of the park to clearly identify the setting. To foster the “brainstorming” session, our team will introduce “seed” ideas that will encourage thoughtful responses and open the discussion for brainstorming and continued idea generation. We will look to the community for ideas about possible improvements, including ideas for enhancement, family recreation and complementary opportunities to develop the design of an outstanding park plan. The community workshops that DVD facilitates are the best medium for finding out what the citizenry desires. Allowing the community to stand in a place of ownership aids in a smooth planning process. In the long term, this ownership translates into projects that are sustained by the community.
The DVD team will take the ideas and inspirations received from the community at the initial design charrette meeting and online
DETAILED WORK PLAN
QUESTIONS WE WILL ASK THE COMMUNITY AT THE INITIAL
COMMUNITY DESIGN WORKSHOP
• What would be appropriate improvements for this park - are there enhancements that the community would like to explore?
• What facilities are wanted and needed to support the current and future recreational needs at this park?
• How can we best provide for access, security, and encourage appropriate uses?
• Are there items, facilities, or appurtenances that could require special attention or that could add to the park or the opportunities of the site?
• Is there a theme or interpretive elements that could make this a unique recreational space?
ON-CALL LANDSCAPE ARCHITECT SERVICES, CITY OF FULLERTON DVD 28 responses and refine the ideas and proposed elements into initial concept plans. These conceptual layouts will be presented to city staff in an idea consolidation meeting. The best ideas and themes will then be refined into conceptual plans for the community to consider. The second community workshop will be a bit more formal. The refined initial concept plans will be presented, and the ideas reviewed. We will look for agreement from the participants on the elements which will become a part of the draft master plan.
Comments and input will be received to refine the park’s vision and program and to obtain consensus for the proposed elements of the park. Following this vision consolidation meeting, a draft master plan and draft design report will be prepared. This plan will then be presented to the public and the Commission or Council for review and comment. Upon the city leader’s direction a final master plan will be prepared.
The Master Plan, which will be the focus of our planning efforts, will be the culmination of the community’s ideas being honed into a final graphic representation of the best development strategy for this park. A report will also be prepared outlining the input process and describing the program and development elements. Also, a preliminary construction budget will be a part of this project report.

Our longtime and ongoing client, Orange Unified School District has had issues with a construction contractors’ earthwork on a project that DVD designed. As the soils engi- neer was originally hired by DVD and latter by the contractor, our firm has been includ- ed in a broad action that is working through the initial findings. DVD’s relationship with the OUSD remaining good as can be attested by the Facilities Director at the District. As this ligation is ongoing, if additional information is needed about this topic, please call David Volz directly.

To Whom It May Concern:
David Volz Design has provided high quality design and consulting services to the City of Garden Grove for many years. They have provided park planning, provided leadership at public outreach meetings, provided creative park design, developed construction documents and provided construction period services on several park projects.
Our latest project was Woodbury Park renovation, included a high level of design and a team of sub-consultants under David Volz Designs’ contract. This project is was a part of the city’s Prop 68 Grant application.
DVD has always provided the City of Garden Grove with high quality professional service for these projects and many others. I highly recommend David Volz Design to your agency.
