DISCUSSION
City Council approved several on-call contracts to provide various services including Building and Safety-related plan examining services on June 7, 2022. The Hub at Fullerton is a 12,348 square-foot, large-scale development with 400+ student-oriented housing units as well as retail options on the first floor. While plan review services for this project fall within the scope of service for the on-call contracts, the volume and size of The Hub project requires additional standalone budget appropriations. The City will ultimately receive approximately $98,000 net additional fee revenue once it has completed reviews.
The City utilized existing consulting services to review submitted plans to ensure the City reviews the project in a timely manner. Staff still retains the right to review and finalize all submitted documents. The outsourced plan review assists Community and Economic Development staff to conduct day-to-day operations that serve the public while not redirecting significant staff time to one large project.
The Hub project has seven permits under review which include mechanical, electrical, plumbing, landscaping and pool review. The nature of these permits varies, but the primary plans require significant review time to ensure compliance with existing Building and Safety codes.
