PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:
Fiscal and Organizational Stability
FISCAL IMPACT
The Fiscal Year (FY) 2022-23 budget includes funding for this new Fiscal Operations Supervisor. The fully burdened annual cost for this position totals approximately $153,900 and does not require a FY 2022-23 budget adjustment.
DISCUSSION
The FY 2022-23 Adopted Budget included the cost of this position. Creation of the Fiscal Operations Supervisor classification is administrative.
With the complexities of government payroll, the City requires a supervisory position to ensure the continuity of payroll processing as well as work collaboratively with Human Resources. This position will:
analyze collective bargaining changes, laws and regulations troubleshoot and work with Information Technology and software vendors to resolve issues and implement changes perform critical calculations
supervise and train staff
ensure compliance with federal, state and local laws and regulations and accounting standards.
The addition of this position should support succession planning efforts and provide a greater depth and breadth of knowledge with respect to the laws and regulations as well as integration of payables (payroll and vendor disbursements) with Human Resources, procurement, cashiering, banking and the general ledger.
Staff recommends assigning this classification to salary range 880 ($79,339 - $101,259).
