DISCUSSION
City Council approved a three-year lease agreement with Dell Financial Services to replace 275 out-of-support computers of the City’s approximately 600 computers in operation using approved ARPA funds on June 7, 2022. This requested replacement of the existing three-year lease agreement with a master lease agreement will allow the City to add other computers to the lease as needed for replacement within the approved IT budget funding, rather than requiring a new lease for each addition.

This request authorizes City Manager or designee to execute a master lease agreement with Dell Financial Services which will replace the “standard” three-year lease agreement approved by City Council on June 7, 2022. The master lease agreement enables the City to add end-of-life computers under the lease program as needed within the IT budget.

The National Association of State Procurement Officials (NASPO) ValuePoint California cooperative agreement sourced the lease program with Dell. NASPO ValuePoint facilitates public procurement solicitations using a Lead State model. This allows NASPO ValuePoint to provide competitively sourced cooperative contracts with reduced procurement pricing to public entities. City of Fullerton Purchasing Policy 4.1.2 and Fullerton Municipal Code Section 2.64 require the City to obtain goods and services consistent with the quality needed for proper operation of the various departments through quotes and competitive bids whenever possible. Purchasing Policy 4.1.2 Section IV.D allows exceptions to the Open Market Process when participating in an established governmental Cooperative Purchasing Agreement, such as NASO ValuePoint, since NASO ValuePoint has already competitively bid the agreement.
