SUBJECT: CITY OF FULLERTON RESPONSE TO GRAND JURY REPORT – HOW IS ORANGE COUNTY ADDRESSING HOMELESSNESS?
SUMMARY
The Orange County Grand Jury released a report titled, “How is Orange County Addressing Homelessness?” with findings and recommendations requiring response from all Orange County cities.
RECOMMENDATION
Submit letter as the City of Fullerton’s response to the Grand Jury Report.
Alternatively, City Council could take one of the following actions:
Receive and file this report.
Discuss changes to the response letter.
Take other action at City Council’s discretion.
CITY MANAGER RECOMMENDATION
The City Manager requests that City Council consider directing staff to submit the attached letter as the City of Fullerton’s response to the Grand Jury Report. This response is consistent with responses from our partner cities in the North SPA.

DISCUSSION
The Orange County Grand Jury published a report titled, “How is Orange County Addressing Homelessness?” on June 22, 2022. This report made findings and recommendations that require a response from all Orange County cities, including the City of Fullerton, within 90 days.
Staff has attached the Grand Jury report for reference.
Staff has attached the draft response letter to this agenda report.
