Reference: Proposal for the Co yote 1C Tank Rehabilitation Dear Mr. Gar Huang
Tetra Tech is pleased to submit our propo sal to provide professional engineering services for engineering services for the rehabilitation of a potable water tank, Coyote Reservoir 1C in accordance with the provisions contained in the RFP dated June 14, 2022.

Tetra Tech is a national leader amongst its peers in the water industry.

Tetra Tech was ranked as the #1 Water Firm by Engineering News Report (ENR) in their 2020 annual survey (for the 17
th year in a row!)
of the nation’s top 500 engineering firms. We have a long history of serving the Southern California public water agencies including water districts and municipalities such as yourselves.

The Tetra Tech Team offers the following:
 Excellent Level of Performance, Responsiveness and Customer Service – The best measurement of the level performance, responsiveness and customer service that we provide is not what we say, but rather what our clients say. A list of our most recent reservoir structural seismic evaluation projects with client contact information is provided in Section 7, “experience.”
 Qualifications and Experience – Our services will be provided entirely from our San Dimas office, where our Structural Engineering Design Center is based, which provides water/wastewater related infrastructure structural engineering services for the southwest portion of the United States for Tetra Tech. Our structural engineering staff includes two California Licensed Structural Engineers (S.E.’s), with reservoir rehabilitation design experience, who have spent their entire careers with Tetra Tech. This includes Mr. Eric Yuen, P.E., S.E. (15 years/15 years with Tetra Tech) serving as Project Manager and Mr. Victor Ramirez, P.E., S.E., serving as QA/QC Manager (41 years/41 years with Tetra Tech).  Relevant Past Experience – We have extensive relevant past experience in performing on-site investigations/materials sampling/testing and structural seismic evaluation of existing reservoirs and well as experience in the design of new reservoirs. We have successfully completed Lower Acacia Reservoir for City of Fullerton, and recently completed similar Condition Assessment and Seismic Evaluation for The Emtman, University Heights, Ross, Alessandro and Sugarloaf Reservoirs for City of Riverside; Reservoir 16 for Monte Vista Water District.; Plant 128 Reservoir for Suburban Water Systems; North Glenrose Reservoir for Lincoln Avenue Water Company; all of Montecito Water District’s nine water storage reservoirs, eight of which are of reinforced concrete construction; Hunting Horn Reservoir,

Clearview Reservoirs and Mira Flores Reservoir No.1 for Golden State Water Company; Sierra Madre Reservoir for City of Glendora. Refer to Section 7 “Experience” for more detail description of our recent reservoir structural evaluation experience.
 Technical Approach to Work and Completeness – Our baseline condition assessment of the Coyote 1C Reservoir will rely heavily on our on-site visual assessments of the inside of the structures. Experience that our current project team has accumulated during the visual examinations of over 30 tanks will allow us to accurately evaluate the reservoir. This helps to ensure a more focused approach, both during our on-site field examinations and back in the office, while performing the structural analysis and devising our reservoir structural rehabilitation/retrofit strategies. Our goal is to generate a categorized table of the structural strength of the various components of each reservoir and a prioritized table of recommended repairs and retrofits. These tables, and the estimate of probable construction costs, which will be included in the Preliminary Design Report (PDR), will be valuable tools in the City’s planning of facility improvements.
 Cost Effectiveness of Proposed Scope of Service – All of our services will be provided from our San Dimas office, within 20 miles from the project sites. Our experience in the evaluations and retrofits of dozens of existing reservoirs and over twenty designs of new rectangular tanks has provided us with a strong sense of what the problems are and corresponding likely solutions, so that we are not spending time and budget on issues/items of no consequence to the long-term performance and serviceability of the reservoir for the next 50-years.

We look forward to the opportunity to discuss our experience, qualifications and approach further with the City.

Should you have any questions regarding our proposal, please feel free to contact me, Eric Yuen, P.E., S.E. at (909) 305-2951 or Victor Ramirez, P.E., S.E. (909) 305-2947.

Sincerely,
Eric Yuen, P.E, S.E. Victor M. Ramirez, P.E., S.E.

PROJECT UNDERSTANDING, APPROACH/SCOPE OF SERVICES: Section 2 Project Understanding
The City is seeking a qualified, experienced consultant to provide condition assessment and engineering services for the structural evaluation, and subsequent rehabilitation, of the Coyote 1C Reservoir. The primary purpose of this evaluation is to rehabilitate the deteriorating wood roof and exterior concrete wall shell.

Additional concerns include upgrading safety components, removing, repairing, and/or replacing severely corroded materials, and evaluating the structural integrity and stability of the reservoir.

Coyote 1C Reservoir 1C is a potable water reservoir located at 2470 West Pioneer Avenue, Fullerton, CA 92833. It was constructed in 1958 and has a capacity two million gallons. The tank is partially buried, predominately aboveground, circular concrete tank. This reservoir has a concrete inner wall that creates a smaller inner tank that can hold about 0.2 million gallons with a valve pattern that allows it to be isolated separately. These valves were recently replaced and the City reports that they are in good working order, thereby allowing this tank to stay in partial service during maintenance. As described in the RFP, the tank exterior wall shell has noticeable cracking and calcium buildup, but no noticeable leakage has been observed.

A manway has been installed into the exterior wall of the reservoir at about the existing grade level, and the City mentioned there were no as-built drawings for this modification. The roof is made of wooden rafters and sheathing covered with felt and gravel and is supported by the concrete reservoir wall and concrete columns.

Termite droppings were noted at the two wooden access hatches which indicate there may be potential termite damage to the wood roof framing, per the 2007 Dive Report. Facia boards and screens damages were also noted at a few locations. The City staff has not noted any chlorination issues or excessive sedimentation issues.

Dust is noted by the City staff to be floating on the surface of the water and may have entered through broken roof screens. The City is also concerned about the configuration and condition of the exterior ladder and interior ladder for safe access and the condition of the corroded cast iron inlet/outlet pipes, drain valves, and overflow riser inside the reservoir.

Project Approach
Our baseline condition assessment of the reservoir will rely heavily on our on-site visual assessments of the structure. The condition of the concrete is critical to the performance of the reservoir. Some basic non- destructive tests such as the hammer tapping test will reveal areas where the reservoir structures may need repair. The condition of the existing wood roof system, concrete surfaces, wall base, vertical wall joints, and floor slab joints are significant items that affect the overall performance of the reservoirs during earthquakes. The configurations and existing conditions of the access ladders, hatches, vents, sampling taps, etc. will affect the regular operation of the reservoirs. The experience that our current project team has accumulated during the visual examinations of over 30 reservoirs will allow us to make good judgements such as when considering the length, width, orientation, and location of concrete crack to determine the impact on the structure strength. This past experience will allow us to accurately evaluate the Coyote 1C Reservoir.

The reference drawings that were included with the RFP contain sufficient information such as reinforcing, wall, floor slab, roof slab, high water level elevation, wall footing, and joints details for our evaluation team to identify and locate many of the items that will require visual examination and will help us perform a desktop assessment of the reservoir structure. However, the drawings do not provide information regarding the design concrete compressive strength, the reinforcement yield strength, or the soil design parameters. Unless the geotechnical reports for the reservoirs are available or additional field testing is performed, we will need to make conservative assumptions based on the most common material Section 2 4 TETRA TECH
used during the period when the reservoir was constructed and possible backfill soil type and the building code prescriptive values to determine these design parameters. The seismic accelerations that we will use in our evaluation will be taken from the database of the USGS mapped seismic accelerations that is maintained by SEAOSC/OSHPH (https://seismicmaps.org/). As an additional optional scope item, Leighton Consultants, our geotechnical subconsultant, can provide site specific seismic design data, soil lateral pressure, and shallow foundation bearing pressures. In addition, since this reservoir is built in a hillside site, the downhill slope stability is critical. If this reservoir were to fail, it could flood the apartments downslope to the south and beyond. Our geotechnical subconsultant can perform a slope stability evaluation and analysis which will require a Certified Engineering Geologist downhole logging to the toe of slope elevation. This additional geotechnical input will help us refine our structural evaluation and seismic analysis.

Our goal is to combine the information we gather in the field investigation and the findings of our structural analyses to generate a categorized table of the structural strengths of the various components of each reservoir and a prioritized table of recommended repairs and retrofits. These tables, and the estimate of probable construction costs, which will be included in the Preliminary Design Report (PDR), will be valuable tools in the City’s planning of facility improvements.

With this approach serving as the framework for all of our efforts, the following is our proposed scope of services.

Scope of Services
Our Scope of Services is based on the “Scope of Work” that was provided in the City’s “Request for Proposal”, which we have expanded upon to further describe our proposed services to provide a complete project and allow the City ample opportunities for review and input during the course of our services.

Additional scope items have been added initalics. A table that lists the deliverables assumed in our scope of services is included at the end of this section.

PHASE I PRELIMINARY ENGINEERING

1. K ICK-OFF AND COORDINATION MEETINGS
A. Project Kick-Off Meeting - Conduct a project team kick-off meeting via teleconference to introduce the Tetra Tech design project team members to the City, and establish points of communication between the design project team and the City. An agenda, Project Team Contact List, and draft project schedule will be circulated prior to the meeting for input by project team members. Subsequent to the meeting, a draft of the meeting minutes will be prepared and circulated to the meeting attendees for review and comment, prior to distribution of the final draft.

B. Internal Project Design Team Kick-Off Meeting - Meet internally with Tetra Tech project design staff which will include those not in attendance at the Client Kick-Off Meeting in order to disseminate project requirements, goals, objectives, budgets, and schedule.

2. R EVIEW OF EXISTING DOCUMENTATION
Review existing relevant documentation provided by the City to acquaint ourselves with the existing facilities and what information is available, and to gain knowledge of their past maintenance/repair history. They include:
· Record Drawings (already provided)
· Improvement and/or repair plans (not available)

Section 2 5 TETRA TECH
· Past Investigations (2007 Dive/Corr reports already provided) It is our understanding that all information/documentation available to the City was provided along with the RFP. Our structural analysis of the reservoir will be based on the available information and dimensions that we gather from the site reconnaissance. This includes the dimensions of all of the structural components including the size and spacing of all concrete reinforcing. We will make educated conservative assumptions about any missing material properties based on our experience for the evaluation.

As an additional scope of work, our geotechnical engineering subconsultant will provide a desktop evaluation of potential geologic hazards, slope stability evaluation/analysis, site seismicity, lateral soil bearing pressures, and shallow foundation allowable soil bearing pressures. Two prevailing wage bucket auger borings (<50 feet), Certified Engineering Geologist downhole logging to the toe of slope elevation, and a drone topographic survey will be required for the geotechnical exploration and slope stability evaluation. The results of their evaluation will be compiled in a report that will be included in the PDR. The cost for the geotechnical services is included in the “Optional Added Scope” Price Proposal. The additional geotechnical scope is recommended because there apparently is no available geotechnical data for this hillside site. From a professional standard of practice viewpoint, a basic geotechnical scope item for critical infrastructure (or even a house) is slope stability (seismic and static). There are bedded sediments at this site, regionally mapped as sloping out-of-scope (adversely). It is not recommended to run any geotechnical work for this site without checking slope stability. If this tank were to fail, it could flood the apartments at the downslope to the south and beyond. Seems such risk warrants the geotechnical slope stability analyses.

3. S ITE RECONNAISSANCE
Health & Safety Plan Preparation- Before any team members begin any of their field investigations, in accordance with company policy, Tetra Tech will prepare a Health & Safety Plan (HASP) for use by Tetra Tech team personnel (including
subconsultants) who will be visiting the project site. The HASP will identify the locations and phone numbers of the emergency care providers and first responders nearest to the project site equipped to perform confined space evacuations. All Tetra Tech staff and subconsultants, that are anticipated to enter confined spaces, have been trained in confined space entry safety procedures. All of our field personnel entering any confined spaces will be equipped with the necessary safety equipment (hardhats, safety vests, fall protection safety harnesses, and lanyards). Tetra Tech maintains all of the aforementioned Personal Protection Equipment (PPE) for our field staff. Tetra Tech will provide the confined space entry attendant and all necessary equipment to allow for confined space entry into the reservoir as noted above.

Tetra Tech Reservoir Evaluation
Personal Protection Equipment (PPE)
Section 2 6 TETRA TECH
A. Tank Filled
Interior- Visual examine the underside of wood roof framing, top of concrete support columns, and top of concrete wall to observe signs of wood rot, corrosion, cracking, or other structural disturbances. This examination will be conducted with the use of inflatable kayaks (one person per kayak, two kayaks total). To facilitate this examination, the water level will need to be raised to approximately 36” below the lowest point of the roof structure to allow unfettered navigation of the kayaks throughout the interior of the reservoir. All materials that will come in contact with the water (kayaks, oars, ropes, etc.) will be disinfected with a 600 ppm chlorine solution prior to entry into the reservoir.

Exterior- Visual examine the top side of the reservoir and the exposed side wall for signs of cracking or other structural disturbances.

B. Tank Empty
Interior- Examine interior wall surface, inner wall,
columns, and floor surfaces not visible during our
examination with the tank filled, in conjunction with
Dive/Corr’s 2007 underwater inspection report. Our
examination will include checking for signs of rebar
corrosion, concrete cracking, spalling, or other
structural disturbances. With the aid of a 12-foot long chain, held at both ends with rope and dragged across
the floor slab, the location and extent of possible
subgrade voids beneath the floor slab, if any, will be
located and marked on the drawing for future
reference during the preparation of the reservoir rehabilitation improvement drawings. Our ex
amination will also include all the exposed piping inside the reservoir. To facilitate this examination, we request that the City pressure wash all silt deposits and sediment from the floor slab prior to our site visit. The “tank empty” examination is part of the optional scope o f work.

This optional scope is highly recommended as the inspection team will be able to assess all the interior e
lements that cannot be accessed when the tank is filled, and it will give the team a comple
te picture of the condition of the reservoir to provide a comprehensive evaluation.

Site Reconnaissance Report will be submitted to the City after the site reconnaissance. The report will include a description of what was observed for each component of the reservoir that was examined (structural, OSHA safety, corrosion/concrete deterioration, piping), and photographs with descriptions of the examined elements.

4. S TRUCTURAL INTEGRITY EVALUATION ANDSAFETY REVIEW
A. Structural Integrity Evaluation
Perform preliminary structural analysis of the existing reservoir structure based on the drawings provided by the City, based upon ACI 350.3.06 and the 2022 California Building Code.

· Column and Column Footing
· Wall to Wall Footing Connection
· Wall Footing
· Sloshing Wave Height vs. Freeboard Provided
· Overall Stability
Structural Analysis of Improvements to be performed for each of the above found to be deficient.

This analysis will be complete enough to perform a budgetary estimate of probable construction cost, but not necessarily complete enough to for bidding and construction. The balance of this analysis will be completed in the Phase II Final PS&E.

B. Safety Evaluation
Evaluate whether the reservoir access and safety components are per the latest OSHA safety standards.

5. D EVELOPMENT OF PRELIMINARYDESIGN REPORT (PDR)
The Preliminary Design Report (PDR) will summarize all of our work performed during Task I. Our report will include a summary of our on-site visual examinations, our Preliminary Structural Analysis of the existing reservoir, identification of the weaknesses of each of the structural components, and a prioritized list of recommended improvements.

Section 3 11 TETRA TECH
With the depth and resources of a large firm, complemented by our local, close-knit teams of experienced professionals, most locally educated and having spent their professional careers in the local where they are based, Tetra Tech is highly regarded by its clients and among its peers in the fields of infrastructure and transportation. We pledge to provide you with the required design services in a professional and cooperative manner that will enhance a high level of service to the City and all project stakeholders. The Tetra Tech team is committed to open communications, joint problem solving, partnering, and teamwork to accomplish the goals of the assignment.

The ability to successfully evaluate, plan, design and rehabilitate existing municipal water storage reservoirs involves a niche area of structural engineering expertise, which involves knowledge and experience beyond that required for the design of buildings. The structural engineering group at Tetra Tech has the experience and expertise to accurately evaluate your reservoir. The analysis and design of reservoir structures must consider not only the static loading imposed by millions of gallons of water in the structure, but more importantly, the dynamic loading imposed on the structure when those millions of gallons of water accelerate due to seismic activity. The structural analysis considerations that are required for reservoirs exceed the design requirements for buildings in complexity and importance. Other important design considerations include the proper ventilation, safe access onto and into the tanks, and seismic flexibility at piping connections.

Section 4 12 TETRA TECH

PROJECT

DESCRIPTION
Tetra Tech performed a condition assessment, site investigation, and structural/seismic evaluations of the Lower Acacia Reservoir (1-D). The City of Fullerton owns and operates this 4 million gallon reservoir, as part of its potable water system. The structure is a predominately buried rectangular hopper bottom tank constructed in 1964 and is located at 1500 N. Acacia Avenue, in the City of Fullerton. The floor and sloping sides of the hopper bottom consist of a slab-on-grade with wire mesh. The reservoir roof deck is made of precast concrete double-tee panels that are supported by prestressed concrete girders. The girders are supported by cast-in-place concrete columns. The City’s main concern was a water leakage problem. The primary purpose of the evaluation is to evaluate and provide options to repair the water leakage issue and evaluate the structural integrity of the reservoir per the current code standards. In addition, provide evaluation of additional concerns including safety components, reservoir appurtenances, valves and under drain system, and the slope stability of the ascending slope along the perimeter of the property. At the request of, and under the direction of the City, two visual inspections and an ACI 350.1 leak test were performed by Tetra Tech, and a geotechnical field exploration which was performed by Leighton Consulting.

Tetra Tech worked with the City to generate a list of recommendations that will remedy the leakage problems and improve the durability of the reservoir. Tetra Tech then produced bid ready documents for the implementation of the recommended retrofits. We assisted the City during the bid phase of the project and we are currently providing construction phase services (shop drawing reviews, responses to RFIs, field observations, etc.).

PROJECT

DESCRIPTION
The City of Riverside contracted with Tetra Tech to provide Engineering Evaluation and Inspection Services to perform a baseline condition assessment and seismic evaluation for two pre-stressed concrete and six conventionally reinforced concrete water storage reservoirs:

nd Sugarloaf are designed and constructed in a manner consistent with the AWWA D110 standards for Type I tanks. As such, the tanks have circumferential prestressing wrapped around the exterior of their concrete core walls and internal vertical prestressing tendons. The circumferential prestressing is intended to resist hydrostatic and hydrodynamic seismic forces in hoop tension. When properly designed the circumferential prestressing will provide a residual compressive stress in the concrete core wall, even when all applicable static and dynamic loads are applied. The vertical prestressing tendons are intended to provide a residual compressive stress in the vertical direction. This

bi-lateral compressive stress is effective in controlling cracking in the core wall. The wall-to-foundation and wall-to-roof joints are typically restrained/flexible joints that allow small amounts of movement in the radial direction and can resist lateral seismic loading in the tangential directions. Field visual examinations were performed for each reservoir when the reservoirs are empty.

The Emtman, University Heights, Ross, and Heustis reservoirs are conventionally reinforced concrete reservoirs completely buried below grade. Piedmont and Campbell reservoirs are conventionally reinforced concrete partially buried. They all have a concrete flat roof system supported by concrete columns. Field visual examinations were performed for each reservoir when the reservoirs are full (floating with kayak) and empty. There were total of 12 field visits, and they all happened within six weeks to help minimize the impact to the City’s operations.

The baseline condition assessment and seismic evaluation reports were prepared by Tetra Tech which included the findings from the field examination and structural analysis, recommendations and budgetary estimates for tank retrofit and/or repair options, and a “Hazard Categorization & Prioritization Matrix”. This report serves as a tool to help the City to prioritize the necessary rehabilitations when funding becomes available.

North Glenrose Reservoir

PROJECT

DESCRIPTION
Tetra Tech provided Lincoln Avenue Water Company (LAWC) engineering services for Design, Plan Specifications and assistance with Construction Administration for the North Glenrose Reservoir Support Column and Roof Rehabilitation Project. The Glenrose reservoir is a 1.8 million gallon concrete, potable storage below grade structure with an area of approximately 19,500 square feet. It is a hopper bottom concrete reservoir with steel columns, wood framed gable walls, wood roof framing and corrugated galvanized steel roof decking. The staff at LAWC has noted some deterioration of the wood framing.

The Tetra Tech team preformed an on-site structural condition assessment and evaluated the extent of the deterioration of the roof framing and corrosion damage to the columns and prepared a preliminary design report to convey the findings and recommendations to LAWC. The client elected to replace the roof structure with a cast- in-place concrete flat roof after reviewing the PDR with Tetra Tech. Tetra Tech designed and prepared bid ready drawings and specifications for the concrete roof replacements. The new concrete roof is supported by new concrete columns, perimeter stem walls and stem wall footings. The new roof is designed to supprort the installation of solar panel arrays as requested by the client.

Hunting Horn Reservoir
Seismic Evaluation
Project Profil
e

PROJECT

DESCRIPTION
Tetra Tech provided engineering/technical services including onsite reconnaissance inside the reservoir to prepare a structural and seismic study and evaluation. The Hunting Horn Reservoir is a semi-buried reinforced concrete cylindrical water tank that was first constructed in 1900, converted to concrete in 1918, and gunite-lined in 1950. The reservoir has a capacity of 0.44 MG, measures approximately 72 feet in diameter and 16 feet high and has a wood frame roof. Over the years it has developed cracks in the interior shell that have been patched and has a slow leak that is visible from the exterior and requires assessment and repair. Tetra Tech prepared a comprehensive engineering study and seismic evaluation of the tank to examine the alternatives available to GSWC for either repair or replacement. GSWC decided to replace the reservoir after the preliminary study. Tetra Tech then help GSWC to prepare the PS&E for the reservoir replacement at the same site. Tetra Tech will also proivde construction phase support for the project.

PROJECT DESCRIPTION
The Monte Vista Water District (District) retained the services of Tetra Tech to conduct condition assessments and seis mic evaluations of their Reservoir No. 16. This Reservoir is a 3.0 million gallon partially buried conventionally reinforced rectangular reservoir construc ted in 1978. It has inside dimensions of 180-feet by 140-feet and a wall heigh t of 18-feet. The depth of the below- grade portion is about 16 feet around the re servoir. It has a concrete flat roof system supported by concrete columns. The top of the roof was used as tennis courts at one point, but now the tennis courts were abandoned.

Field visual examinations were performed for each reservoir when the reservoirs are full and water level at 4ft (both floating with kayak). Typically, the second visual examination is pref ormed when the reservoir is empty; however, due to the District’s operation constraints, they cannot take this reservoir out of service for an extended period. The second site visit was performed with the water level as close to the bottom floor as possible. The baseline condition assessment and seismic evaluation report was prepared by Tetra Tech which included the findings fr om the field examination, review of previous dive inspection reports and structural analysis, recommendations and budgetary estimates for tank retrofit and/or repair options, and a “Hazard Categorization & Prioritization Matrix”.

Because the original soil reports and geotechnical par ameters were not available for our analysis, we have a geotechnical sub-consultant, Leighton Consulting, Inc, onboard to help providing those missing soil design parameters for this project. An on-si te geotechnical exploration and investigation and laboratory testing were performed by Leighton to determine the allowable soil bearing pressure, soil lateral pressures and settlement criteria. For this ge otechnical exploration, two boring holes were drilled near the northern and eastern sides of the reservoir.

PROJECT

DESCRIPTION
Tetra Tech performed a seismic evaluation of an existing 4 MG potable water storage tank. This concrete structure was originally constructed in 1964-65.

The tank structure consists of a prestressed circular concrete wall shell, concrete columns and a concrete roof. The purpose of the evaluation was to determine the improvements needed in order for the reservoir to meet current Code (AWWA D110-13) seismic design, and to determine the extent of the sagging and cracking at the existing roof deck. Safety and reservoir appurtenances were evaluated for OSHA compliance (ladders and hatches) and security (hatches and vents). Conceptual designs and costs for the recommended improvements were provided in a preliminary design report.

Plant 408 Reservoirs, Suburban Water Systems, La Mirada CA. 2018.

Project Manager for this multi-phased project to replace a 7.8 MG steel hopper bottom tank with three circular steel tanks and a pump station. Provided a condition assessment of the existing facilities and a conceptual design report for the replacement of the reservoir. The report evaluated various concrete and steel tank options as well as a geotechnical evaluation to stabilize a 2:1 slope and were used to obtain approval from the PUC.

The project design and construction was divided into 4 phases. Tetra Tech and Suburban Engineering collaborated to provide a jointly engineered project.

Demolition involved wastes such as AC pipe, lead paint, oil impregnated soils, and asbestos. Rough grading of the site required about 60,000 CY of earthwork and construction of over 1000’ of retaining walls. The walls surrounding the site retained from 10’ to 18’ with slopes used to reduce wall heights. The majority of wall utilized piles and tie-back construction while smaller portions utilized pile walls without tie-backs, concrete walls, and CMU construction. Water improvements included two 2.4 MG steel tanks, a 1.9 MG steel tank, and a 3,000 gpm pump station.

Reynolds Ranch Reservoir, City of Vacaville, Vacaville, CA. 2018. Project Manager for a preliminary design report, final design, and construction assistance for a new prestressed concrete 0.53 MG reservoir with valve vault.

The PDR evaluated alternative configurations, layout, operations, geotechnical conditions, seismic constraints, community impacts, and environmental issues. The Partially buried reservoir required hillside grading for the site and access roads. The valve vault is 18’ x 16’ 10’ deep with staircase/door style of entrance. The 400’ of piping utilized concrete anchors due to steep slopes.

Murphy West Reservoir No 10, City of Whittier, Whittier, CA. 2017. Project Manager to assess the condition and make recommendations for a 0.5 MG conventionally reinforced concrete tank. Condition assessment included locating the source of leaks, performing geotechnical analysis to determine foundational stability, and s roof surface evaluation. 20 MG Memorial Park Underground Reservoir and Booster Pump Station, City of Santa Monica. Santa Monica. CA. 2013. Project Manager for feasibility study, predesign report, and final design for their recycled water system. The study focused on the development and selection of viable alternatives that would provide the required storage and pumping while causing the least impact to Memorial Park. The feasibility study recommended that the reservoir be constructed entirely below grade, underneath the existing tennis courts. The pump station would be located under the existing parking lot with the only impact being a loss of a couple of parking lot trees. During the development of the Preliminary Design Report, a location for the pump station adjacent to the park became available and allowed for above ground construction in order to reduce project costs. The PDR addressed items such as environmental documentation, facility configuration and layouts, construction grading/shoring, and construction staging areas as well as construction costs and schedule.

PROJECT DESCRIPTION
Site Location and History
This existing 2.0-million-gallon (MG) “Coyote 1C Tank,” reinforced concrete potable water tank is located atop a hill south of Pioneer Avenue, west of and uphill from Gilbert Street.

Access to this site is via a locked gate south of Pioneer Avenue. Tetra Tech is proposing to perform a structural evaluation of this existing tank.

We understand that no new construction is currently proposed.

Rev
iewing 1935 to 1950 USGS quadrangles and provided as-built plans, we see that this site was an open water reservoir with a perimeter earth berm, until the perimeter berms were removed and the site flattened to construct the tank in 1958 . We are unaware of any geotechnical data for this site, but the new tank was apparently primarily constructed at the bottom of the demolished reservoir approximately at elevation 260 feet (presumably NGVD29 datum):

Geotechnical Setting
We are unaware of any site- specific geotechnical data . However, this site is not located within a currently -designated Alquist -Priolo Special Studies Zone for faulting.

Therefore, although strong ground shaking is expected at this site, fault trenching is not mandated for this site and is, therefore, not included in this proposed scope. Also, as shown on the November 17, 2000 Seismic Hazard Zones Official Map for the Ontario Quadrangle this site is not within a potential liquefaction hazard zone or an earthquake- induced landslide zone. Therefore, a liquefaction analysis is not required and is, therefore, also not included in this proposed scope.

Site-specific geotechnical concerns that we believe should be explored include:

 Abandoned Reservoir Remaining Fill : In 1958 and before then, earthwork compaction was not performed to current standards, so compressible fill may remain under portions of this tank. As a result, there could remain a seismically-induced differential settlement concern under this tank.
 La Habra Formation (Qlhc ): La Habra Formation is mapped regionally by Dibblee (March 2001, Dibblee Map #74), dipping south (downslope) with an unknown dip angle in th is very young conglomerate. Dibble calls out “including interbedded siltstone,” which could act as planes of weakness particularly for seismically-induced slope instability.

PROPOSED BASIC GEOTECHNICAL SCOPE
In summary, we propose to drill two large-diameter bucket-auger borings adjacent to (on the south side of) this existing tank for downhole geologic logging, and to evaluate engineering characteristics of underlying earth materials, perform geotechnical laboratory testing at our in- house laboratory, perform geotechnical analyses and prepare a geotechnical report of our findings to support your structural evaluation of this existing tank. We will coordinate our fieldwork with you for site access and existing utility avoidance. Our proposed scope of work is discussed in more detail as follows:

 Background Review: We will review pertinent geotechnical reports, geologic maps, other literature and historic aerial photographs available from our in- house library. A portion of this review has been performed while preparing this proposal.  Site Utility Clearance: Before we begin fieldwork, we will mark our proposed boring locations and notify you and DigAlert (811), so that known public underground utilities can be identified. We would ask you to provide us with any information available regarding locations of underground utilities within the site (we have some piping plans Fullerton Coyote 1C Tank Rehabilitation IR22-394

already). We cannot assume responsibility for the inherent risks if utilities are not accurately marked at the site or made known to us.

Geotechnical Boring: We propose to drill, log and sampl e two 30-inch-diameter bucket-auger geotechnical borings immediately southeast and southwest of this existing potable water tank; drilled to depths up to 50 feet below the existing ground surface, or to shallower practical refusal. These borings will be drilled by a subcontracted truck-mounted three- axle bucket -auger drill rig operator and will be located in areas accessible to a large truck rig. Relatively-undisturbed drive-samples of earth materials using a California ring-lined drive sampler, driven by a telescoping Kelly-bar will be performed. Two bulk (bag/bucket) earth material samples will also be collected at each boring location, and all recovered soil samples will be brought to our in-house, geotechnical laboratory in Irvine.

Borings will be logged by a Leighton Staff Geologist, with afternoon downhole verification logging by a Leighton Certified Engineering Geologist (CEG). Downhole geologic logging will only be performed if deemed safe by our CEG, in accordance with Section 1542 (d) of the California Construction Safety Orders . Although not expected at this site, caving earth and/or hazardous vapors can interfere with safe downhole logging. Cobbles in the La Habra Formation could pose a hazard for downhole logging and could limit depth of safe downhole logging. Immediately following sampling and downhole logging, our borings will be backfilled with drilling cuttings.

We note that there is an old (<1923) oil tank located northwest of this potable water thank. However, iden tification, handling and treatment of hazardous materials are beyond the scope of our currently -proposed geotechnical engineering services. If encountered, we can then propose to address this.  Geotechnical Laboratory Testing: We will test recovered soil samples at our geotechnical laboratory, including testing representative bulk and relatively undisturbed soil samples, in general accordance with applicable ASTM Standards .

Geotechnical testing is anticipated to include moisture content and dry density, sieve analyses, maximum dry density and optimum moisture content , direct shear (remolded), consolidation and corrosivity ( soluble chloride and sulfate content, minimum resistivity and pH).
 Office Studies: We will review acquired subsurface and laboratory data and perform geotechnical engineering analysis to develop geotechnical conclusions and recommendations for this existing tank site. We will prepare a geotechnical report presenting our findings, conclusions and recommendations. This report will be signed and stamped by a California-licensed Civil and Geotechnical Engineer (G E), and a Certified Engineering Geologist (CEG). Our report will address the following:
 Site Conditions: We will review and summarize surface, subsurface, groundwater conditions (available past and present) , and engineering properties of soils Fullerton Coyote 1C Tank Rehabilitation IR22-394

encountered during drilling . We will discuss excavation characteristics of encountered subsurface materials, including ease or difficulty of excavation.  Seismicity: We will provide a regional fault map showing proximity of this site to major faults identified by the California Geological Survey (CGS). We will also provide site- specific seismic coefficients in accordance wit h 201 9 California Building Code (CBC) and ASCE 7 -16. A site -specific seismic analysis is not included in our basic scope, but can be provided as Option 4 , presented later in this proposal.
 Slope Stability: We will evaluate static and pseudo- static stability of the south facing slope between the tank at the top and apartments to the south at the toe.  Foundation Design: Utilizing data collected during our explorations, we will provide foundation design parameters, which may be used for your structural assessment of the existing reservoir . We will recomm end allowable bearing pressures, minimum foundation size, minimum embedment depth, and expected total and differential settlements.
 Lateral Earth Pressures: We will provide recommended lateral earth pressures for active, at-rest and passive conditions, and soil friction for retaining wall design.

We will also provide incremental seismic earth pressures.

OPTIONAL GEOTECHNICAL SERVICES
Option 1: Private Utility Locator (At Proposed Boring Locations) As noted above, for our subsurface exploration, we will contact Dig Alert (811) prior to beginning drilling so that registered public utilities in the area of our proposed borings will be marked. However, USA will not mark unregistered utility locations, nor will they mark areas within locked gates. Therefore, unless a private utility locator is subcontracted, we will need the City to mark all buried utilities at our proposed boring locations; or provide us with up-to-date utility plans prior to exploration. We are not responsible for damage to unidentified underground structures. We therefore recommend requesting a private utility locator to help reduce the risk of damaging underground utilities during subsurface exploration, especially at sites where little information is available regarding existing underground utilities. If desired, we can subcontract a private utility locator.

Option 2a or 2b: Descending Slope Drone Survey
As an option, we can provide a Certified Engineering Geologist (CEG) for up to four hours on site to view a drone survey of the descending slope and drainage improvements, with follow up interpretation in the office (10 hours total with drive time). We provide two sub- options, with Option 2a using drones provided by others, or Option 2b, where we subcontract Earth Forensics, Inc. to use their drone directed by our CEG. Note that for Option 2a, we assume we will be able to (need to) direct the drone to areas of concern, Fullerton Coyote 1C Tank Rehabilitation IR22-394

with your provided operator/“pilot.” Option 2b will include aerial photo imagery and thermal aerial imagery (an enhanced value for geologic interpretation) . Option 2b will also include a slope topographic map. Our fees for either option are based on the assumption that either 2a or 2b (not both) will be authorized at the same time our basic scope is authorized. Results of this additional work will be incorporated into our b asic- scope report (and cannot be authorized separately).

Option 3: Field (In-Situ) Soil Field Resistivity Testing As another option, for site-specific corrosion evaluations, we can perform field resistivity tests adjacent to this potable water reservoir using a Wenner 4-point resistivity meter and probes in unpaved areas of this site (presumably if there is no existing corrosivity testing results). Tests will be performed in existing open soil (unpaved) areas. Readings will be obtained at 2- , 5-, 10- and 15-foot spacing. Results will be tabulated and presented in our report, and we will discuss soil resistivity results with respect to ferrous pipe/reinforcing steel corrosivity. Our fee for this option is based on the assumption that these field resistivity tests will be authorized simultaneously with our basic scope and reported in our basic scope geotechnical report . O ur fixed fee for this option does not cover independent mobilization of this task nor separate report writing, which would be more costly.

Option 4: Site-Specific Seismic Analyses and Tripartite Response Spectra As an option, in accordance with ASCE 7- 16, we can perform site- specific probabilistic seismic hazard analyses and develop tripartite response spectra for periods ranging from

0.01 second to 10-seconds, for ½%, 2% and 5% damping. Our fixed fee for this option is based on the assumption that these optional seismic analyses will be authorized simultaneously with our basic scope and reported in our basic scope geotechnical report.

Our fixed fee for this option does not cover separate report writing, which would be more costly.

Option 5: Plans and Specifications Review, and Services During Bidding Upon request, as an option, we can review draft plans and specifications pertaining to the geotechnical aspects of this project. We can provide services during bidding to respond to contractor’s questions pertaining to geotechnical aspects of this project and prepare a clarification letter(s), if needed. This option is based on four hours of Senior Principal Geotechnical Engineer (GE) time. This proposal does not include geotechnical testing and observation during construction.

SCHEDULE
We will begin the geotechnical exploration immediately upon receipt of your written authorization to proceed. Depending on potential site access constraints, weather an d exploration equipment availability, field exploration may begin three to ten working days after we receive written authorization. This mobilization time can be reduced if we are provided advanced notice of your intent to proceed with this work. Drilling and downhole logging will require two days to complete (one day for each boring to drill, sample, downhole log and backfill) . Geotechnical l aboratory testing, analysis and report preparation will require three to four weeks to complete. Project briefings can be provided as our data is developed, upon request. Project telephone briefings/status e-mails can be provided as our data is developed, upon request.
