PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:
Infrastructure and City Assets.
FISCAL IMPACT
The Water Fund (Fund 44) in the FY 2022-23 CIP Budget has funding for this project. Staff will process a $370,000 budget transfer from Project 53626 Upgrade and Rehabilitation of City Reservoirs to Project 53036 Coyote 1C Tank Rehabilitation within the Water Fund (Fund 44) for the preliminary design, engineering design and construction phases. The $370,000 budget transfer will cover the initial $97,280 purchase order and anticipated Phase II engineering design and estimated $150,000 to $220,000 construction phase cost. Staff has attached a Budget Data Sheet for reference (Attachment 1).
DISCUSSION
The reservoir is an aboveground, two-million-gallon concrete reservoir with a wooden roof constructed in 1952. The City performed an underwater inspection in 2007 to assess the condition of and identify any problems in the reservoir. The inspection report identified termite damage and potential roof leakage. Staff anticipates the roof will require replacement and will perform a structural assessment to inform the process. Staff recommends assessing the rest of the reservoir and performing safety upgrades to meet current OSHA standards at the same time.
Staff recommends utilizing an engineering design consultant for this project due to existing staffing levels and consultant expertise in the field. City Council approved a five-year on-call water engineering design consulting services agreement with Tetra Tech on October 16, 2018. Tetra Tech recently completed the assessment and design for the City’s Structural Rehabilitation of Lower Acacia Reservoir and found the concrete reservoir leaking due to age and root intrusions. Tetra Tech assessed the structural stability and recommended upgrades and repairs to increase the life of the reservoir. Staff found their quality of work and responsiveness on that project outstanding. As a result, staff solicited a proposal from Tetra Tech to provide consulting services for this project (Attachment 3). The Water Engineering Division reviewed the proposal and found it acceptable. The initial award for this project will encompass $97,280 for Phase 1 and includes $52,060 of optional items such as geotechnical engineering and “tank empty” field investigation services.
The City will perform this project in three phases:
Phase 1: Preliminary Design
Phase 1 includes reservoir inspection, problem identification and recommendation for scope of work and various alternatives for rehabilitation. The project will thoroughly assess the wall, foundation, roof, columns, piping, safety and access equipment and other elements of the reservoir. The consultant will provide a detailed Preliminary Design Report summarizing the investigative findings and recommendation.
Phase 2: Engineering Design
Phase 2 will build upon the findings and recommendations from the Phase 1 Preliminary Design Service to prioritize a specific rehabilitation scope. The consultant will prepare rehabilitation plans and specification for the bidding process for Phase 2.
Phase 3: Construction
The consultant will provide City staff with professional guidance and advice while staff manages the contractor during the construction phase.
The City will select a rehabilitation method upon completion of Phase 1 and request a new proposal from Tetra Tech to perform Phase 2. Staff expects Phase 2 to cost between $150,000 and $220,000, depending on the extent of work needed. Staff recommends City Council authorize the Public Works Director to award the consultant contract for Phase 2 to Tetra Tech, upon successful negotiations and within the approved project budget.
Staff expects completion of the engineering design in July 2023, with construction expected to occur between October 2023 and April 2024.
