DISCUSSION
Staff received a petition from residents of the 200 block of East Rosslynn Avenue requesting an exemption from the 2:00 a.m. to 5:00 a.m. early morning parking restriction on both sides of the street between Pomona Avenue and the street terminus east of Pomona Avenue. The residents living on this stretch of East Rosslynn Avenue requested the exemption due to limited on-site parking to accommodate larger families.

Fullerton Municipal Code Section 8.44.080 allows for early morning parking exemptions when a majority of the property owners on both sides of the street support an exemption and the City considers the area off-street parking deficient. In this case, 60% (three out of five property owners) on the north side of the street and 80% (four out of five property owners) on the south side of the street signed a petition in support of the exemption.

East Rosslynn Avenue is an east / west residential street with a 25 miles per hour prima that is discontinuous approximately 285 feet east of Pomona Avenue. This segment of East Rosslynn Avenue has a 36-foot curb-to-curb roadway width with one lane of traffic in each direction. The City allows on-street parking on both sides of the street and within the cul-de-sac at the roadway terminus except for the Early Morning Parking restriction period between 2:00 a.m. and 5:00 a.m.

This segment of roadway consists of single-family homes with either one-car or smaller two-car garages, which staff determined constitutes an off-street parking deficiency. The City Traffic Engineer recommends approval of the resident request, based on the majority support from both sides of the street. Staff presented this item to the Transportation and Circulation Commission (TCC) on August 1, 2022. TCC recommended approval of the “Early Morning Parking” restriction exemption.

The City mailed notification to all property owners affected by the proposed change of the City Traffic Engineer’s recommendation. Staff received no opposition to this proposal at the time of the writing of this report. The applicant has paid the non-refundable $523 fee to process this request.
