Agenda Report

Fullerton City Council

MEETING DATE: AUGUST 1, 2022

TO: TRANSPORTATION & CIRCULATION COMMISSION

SUBMITTED BY: PUBLIC WORKS/TRAFFIC ENGINEERING DIVISION

PREPARED BY: DAVE ROSEMAN, CITY TRAFFIC ENGINEER

SUBJECT: EARLY MORNING PARKING RESTRICTION REPEAL-
200 BLOCK OF EAST ROSSLYN AVENUE

SUMMARY
Consideration of a resident request to repeal the 2:00 a.m. to 5:00 a.m. “Early Morning Parking” restriction on both sides of the 200 block of East Rosslyn Avenue east of Pomona Avenue.

RECOMMENDATION
Concur with the City Traffic Engineer’s recommendation and forward to City Council for approval of an exemption from the “Early Morning Parking” restriction on both sides of the 200 block of East Rosslyn Avenue, as shown in Exhibit “A” (Attachment 1).

DISCUSSION

Staff rece ived a peti tion from the residents of the 200 block o f East Rosslyn Ave nue requesting an exemption from the 2:00 a.m. to 5:00 a.m. early morning parking restriction on both sides of the street between Pomona Avenue and the street’s terminus east of Po mona Avenue. The residents living on this stretch of East Rosslyn Avenue requested the exemption due to limited on-site parking to accomm odate larger families.

Fullerton Municipal Code Section 8.44.080 provides for early morning par king exemptions, providing a majority of the property owners on both sides of the street support an exemption and the City considers the area off-street parking deficient. In this case, 60% (three out of five property owners) on the north side of the street and 80% (four out of five property owners ) on the so uth side of the street signed a petition in support of the exemption.

Early Morning Parking – 200 Block E. Rosslyn Avenue
August 1, 2022 - Page 2
East Rosslyn Avenue is an east/west residential street with a prima facie speed limit of 25 miles per hour that is discontinuous approximately 285 feet east of Pomona Avenue.

This segment of East Rosslyn A venue has a curb-to-curb roadway width of 36 feet with one lane of traffic in each direction. O n-street parking is allowed on both side s of the street and within the cul -de-sac at the roadway terminus except for the Early Morning Parking restriction period between 2:00 a.m. and 5:00 a.m.

This segment of roadway consists of s ingle-family homes with either one-car or smaller two-car garages, which staff has determined constitutes an off-street parking deficiency.

Based on the majority support from both sides of the street, The City Traffic Engineer is recommending approval of the resident request.

All property owners affected by the proposed change have been notified by mail of the City Traffic Engineer ’s recomme ndation and that the matter will be discussed by the Transportation & Ci rculation Commission at their August meeting. At the time of the writing of this report , staff ha s received no opposition to this p roposal. The applic ant has paid the non-refundable $523 fee to process this request.
