SUBJECT: RANCHO-VERONA AREA WATER MAIN REPLACEMENT PROJECT DESIGN SERVICES AWARD
SUMMARY
Staff requests City Council award a $169,910 purchase order for professional engineering design services to Cannon Corporation for the Rancho-Verona Area Water Main Replacement Project within the existing on-call contract.
RECOMMENDATION
Approve $225,000 budget transfer and appropriation from Water Funds from Project 53250 Water Main System Replacement to Project 53042 Rancho-Verona Area Water Main Replacement Project (Fund 44).
Award $169,910 purchase order to Cannon Corporation for Professional Engineering Design Services for Rancho-Verona Area Water Main Replacement Project (Project 53042).
Authorize Public Works Director, or designee, to approve any future change orders for professional design and construction support services within the approved project budget.

FISCAL IMPACT
The Water Fund (Fund 44) in the FY 2022-23 CIP Budget has funding available for this project. Staff recommends a $225,000 budget transfer of Water Funds from Project 53250 Water Main System Replacement to Project 53042 Rancho-Verona Area Water Main Replacement Project (Fund 44).
Staff has attached a Budget Data Sheet for reference (Attachment 1).
DISCUSSION
The Rancho Verona Area Water Main Replacement Project involves replacement of approximately 1.06 miles of existing water pipe and associated appurtenances that have a significant history of water main breaks and have reached the end of their useful life. See Attachment 2 for project limits. This project will also help meet the Water Rate Study water main replacement goals.
Staff recommends utilizing an engineering design consultant to prepare the plans and specifications for this project due to existing staffing levels, the large number of upcoming projects and project schedule requirements. City Council approved a five-year on-call water engineering design consulting services agreement with PENCO Engineering, a Cannon Company (now known as Cannon Corporation), on October 16, 2018. This firm has submitted a $169,910 proposal for design services.
The design fee includes $98,988 for base design services (plans, specifications, estimate, etc.) plus $58,600 for surveying services as well as an estimated $12,322 for construction support services. See Attachment 3 for the proposal.
Surveying services will include a neighboring area (Yucca Area) that will become part of a future project. It is cost effective to perform the survey for both project areas at the same time. Construction for the Rancho-Verona Area project commences earlier than the Yucca Area project based on available funding.
Staff has reviewed the proposal and finds it acceptable. Staff recommends awarding the project design to Cannon Corporation as the consultant has successfully completed water improvement design projects for the City in the past.
Staff expects construction to begin in Spring 2024.
