PROJECT: RANCHO VERONA WATER MAIN REPLACEMENT
Dear Mr. Huang:
In response to your request, Cannon is pleased to submit this proposal to provide professional engineering services to the City of Fullerton for the above referenced project.
Like most cities and counties throughout the United States, elements of the City Fullerton’s water distribution system are either aging, exceeding their required capacity, or requiring a significant amount of maintenance. The City has grown tremendously since installation of the original infrastructure. This means some infrastructure has lasted well beyond its life expectancy and needs to be replaced. The successful completion of this project will afford the following significant benefits:
• Replacement of fully depreciated assets
• Improved fire flow capacity
• Improved system pressures
• Reduce main leaks and breaks
• Reduce emergency repairs and overtime for crews
If this proposal meets your approval, we are prepared to begin work immediately upon receipt of the City’s notice to proceed. I will follow up with you about this project soon; should you have any questions, please feel free to contact me. The fees quoted in this proposal are valid for 60 days from this date and are based upon current California Prevailing Wages. Thank you for the opportunity to work on this project with the City. If you have any questions, please do not hesitate to contact me.
Sincerely,
Mike Kielborn, P.E. LEED AP Gary Essex A. Solsona, P.E., QSD Principal Engineer - C 70112 Public Works Manager – C 68420

2 PROJECT UNDERSTANDING AND APPROACH
The City has requested a proposal for the design of new water mains in the Rancho Verona area, on the North end of the City. This neighborhood is due for a street improvement project, and replacement of outdated 6” and 8” cast iron water mains is desired prior to performing street repairs. The need to replace the selected water mains results from age, condition, and capacity deficiencies of the existing water mains. The new pipeline will provide a more reliable water supply to the community and provide better pressure and fire flow for the area. The length of water mains to be replaced is approximately 5,583 feet. It is anticipated that a new water main will be installed adjacent to the existing
water mains, and the old water mains will
be abandoned once service laterals are
tied over to the new line. If space
limitations prohibit this, we will
investigate the option of removing and
replacing the main in the location of the
current pipeline, and installing a highline
to maintain service during construction.
We will also be acquiring additional
survey data for adjacent streets, for a
total linear footage of approximately
15,424 feet. The additional survey
information will be used for subsequent
street improvement projects. We will also
apply our general work plan approach and
lessons learned from our recent San Juan
Area Street and Water Main
Improvements to this project.
Critical Success Factors
The following are a list of design considerations necessary to make the project successful. • Utility research and lateral locating
• Division of drinking water review and approval (if necessary) • Maintain water service during construction
• Minimize disruption to the community

3 Approach and Scope of Services
Our approach to successfully complete this project is based on providing professional services in three phases:
• Phase 1 – Survey
• Phase 2 – Engineering Design Services
• Phase 3 – Construction Support
Phase 1 – Survey
Task 1. Research and Project Setup
Cannon will obtain copies of record data maps (i.e.: tract maps, parcel maps and records of survey), corner records, centerline tie notes with County of Orange. Cannon will provide necessary project coordination, survey crew coordination and office support calculations to dispatch survey crews with all necessary support data.
Task 2. Horizontal, Vertical, Right of Way Control and Monument Preservation Cannon will establish project horizontal control based upon record information and Orange County GPS monuments found at or near the project during the research task above. Location of existing site survey monuments will be mapped as a means of recording all existing centerline monuments and ties that may be affected by the project. The vertical control will be based upon the City-provided City of Fullerton Benchmark Network. Right-of-way (ROW) to be shown on submittal drawings will be compiled from best available record information found during the research process. No title reports have been provided or are anticipated.
Task 3. Site Topography (see Exhibit A for approximate limits of survey) The topographic survey work shall include submitting certified payrolls to the California Department of Industrial Relations (DIR) and a copy submitted to the City, submitted with the invoice for this item of work.
A. Field Locations and Elevations
Cannon will obtain ground specific field locations and elevations within the right-of-way in accordance within the defined mapping limits specified on the project Request for Proposal (RFP). Said areas will include:
• All existing street improvements including drainage structures, curbs, fire hydrants, visible utilities (including the landscape area), driveways, curb ramps, cross gutters, street signs (label designation), signals, landscaping, striping, etc. within the public right-of-way.
• Elevation shots (TC, FL, EG, FS, BW etc.) at twenty-five foot (25’) intervals along curb flow line, at the beginning and end of driveways, cross gutters, and curb returns, and at all high points.
Proposal: Rancho Verona
Water Main Replacements
CannonCorp.us P220806
4 • Centerline, right-of-way.
• Benchmarks, centerline ties, and other applicable survey data. • The existing roadways, striping, concrete walkways, ADA ramps, curbs, gutters, visible utilities, and finish pavement, striping, curb returns and all visible and accessible surface culture.
• Rim and invert elevations for storm drain, catch basins and sanitary mains. • Rim and top of valve nut elevation for water valves.
• Any other pertinent data as needed to reconstruct the existing public improvements.
B. Compile Topographic Survey Map
Cannon will prepare a detailed Topographic Survey Map based upon on the ground locations and elevations within the defined mapping limits in accordance with the ALTA/NSPS Land Title Surveys 2021 mapping requirements for the project specified area. The mapping will include:
• A scale of 1” = 40’.
• One foot (1.0’) major and one foot (1.0’) index contours. • Twenty-five foot (25’) or less intervals for spot elevations. • Hardscape areas and sidewalk paths.
• Identification of visible field located utilities and existing utilities as discovered by means of project research.
• Underground and overhead utilities based on location maps and City as-builts as provided by the City of Fullerton.
Task 4. Pre and Post Construction Corner Records
In Task 2 above, Cannon will map all found centerline monumentation for creating corner records memorializing the position of said found monuments. No verification of what these monuments represent will be shown on said corner records. There are several intersections of note within the project limits. Cannon’s fee for these corner records will be based upon the number of corner records required after the project has been completed. Once Cannon has established how many centerline monuments have been affected, we will then use the below pricing matrix to file corner records and reset monuments lost due to construction.
1 corner record $2,000 per location (includes Pre & Post) 2 corner records $1,750 per location (includes Pre & Post) 4 corner records $1,500 per location (includes Pre & Post) Over 4 corner records $1,250 per location (includes Pre & Post)
This option is included in case a monument(s) is altered or destroyed during construction. The contractor is not responsible for the monument preservation task.

Phase 2 – Engineering Design Services
Task 1.1 – Project Kick-off Meeting
We will begin this project with a kick-off meeting with City staff. This meeting is a key opportunity for City representatives and the consultant team to steer and further clarify critical elements of the project. The meeting agenda will focus on the project understanding, staff preferences, siting considerations, data and information collection, team member involvement, project constraints, project progress, and anticipated design obstacles. This meeting will also include a review of background information provided with the RFP documents and project scope as well as an overview of the project schedule. We will prepare meeting minutes and distribute to the team.
We will interview key personnel of the Design Department and the O&M staff to incorporate design preferences and fully understand the issues influencing the project. The kick-off meeting will also initiate the transfer of additional relevant record plans.
Task 2.2 – Site Visit
We will attend a site visit to each project location with City staff to collect relevant site information, review project constraints, observe surface features, and identify potential alignment conflicts.
Task 2.3 – Document Review and Utility Research
Cannon will coordinate with the City to obtain pertinent operations, record drawing information (existing water main plans) needed for design, and sample specifications in electronic format.
The system hydraulics and the design pressure will be obtained, evaluated and established from the City’s provided information. We will compile and review all collected documents for inclusion into the electronic base map used to prepare the 30% alignment plan and related tasks defined below.
Task 2.4 – Utility Research
Obtaining the utility information will inform the critical path for this project, as it will be needed to establish the new pipeline alignment. We will gather all as-built drawings that the City has collected from the utility companies. We will coordinate with the City to obtain any additional utility information for utilities identified during the site visit that were not previously supplied.
We will compile, review, and include collected utility information into the electronic topographic Proposal: Rancho Verona
Water Main Replacements
CannonCorp.us P220806
6 survey base map. 10 potholes have been included in this task as well to verify any necessary utilities.
Task 2.5 – 30% Design Plans
We will use the utility research and site visit information and focus on accessibility, operations and maintenance, and other physical constraints associated with the pipeline alignment. We will evaluate the project constraints, including potential utility conflicts, permitting requirements and pipe sizing. Based on this analysis, we will prepare a pipeline alignment plan showing the major project constraints. We will then seek acceptance of the refined alignment with the City prior to preparation of 60% design plans. Recommendations for alternative alignments will be provided, if required.
Task 2.6 Design and Prepare 60% Construction Plans
Based on the findings and results of the previous tasks, we will prepare and submit design plans at the 60% approximate completion level for the pipeline. The design plan package will include title sheet, notes, plan sheets, and detail sheets. Design plans will be prepared in accordance with City standards.
Along with the 60% construction plan submittal, a construction cost estimate will be submitted for the proposed pipeline at this stage of design.
In preparing this proposal, we assumed the pipeline plans to be drafted at 1 inch = 40 feet horizontal scale, and will be plan view only.
Tasks 2.7 – 60% Submittal Meeting
We will attend a meeting with City staff to review and discuss 60% plan-check comments and other City staff feedback.
Task 2.8 – Design and Construction Documents (90% Submittal) Based on the work completed in previous tasks, and the comments received from the 60% review meeting, we will design and prepare revised construction documents and updated opinion of construction costs for a 90% complete submittal. Along with the 90% construction plan submittal, the technical specifications will be submitted. It is assumed the City’s front-end contract documents and standard technical specifications will be utilized. If updates have been made recently, we will incorporate those. Upon completion of the 90% draft project documents submittal, our construction manager will also perform a constructability review of the project to determine possible constructability issues that may arise during construction of the water main.
This will include a review of the required phasing of the project, water service downtime, traffic impacts, working hours, and access to the project site.
Tasks 2.9 – 90% Submittal Meeting
We will attend a meeting with City staff to review and discuss 90% plan-check comments and other City staff feedback.
