SUBJECT: RECONSIDERATION OF CITY OF FULLERTON RESPONSE TO GRAND JURY REPORT – WATER IN ORANGE COUNTY NEEDS “ONE VOICE”
SUMMARY
Reconsideration of City Council action taken on this item on September 20, 2022.
RECOMMENDATION
Approve City of Fullerton response to the Orange County Grand Jury Report – Orange County Needs “One Voice” and authorize Mayor Jung to execute and submit the letter.
CITY MANAGER REMARKS
The City Manager recommends approval of the reconsideration and approve the Grand Jury Report response.

This action generates no fiscal impact.
DISCUSSION
City Council considered this item at its September 6, 2022, and September 20, 2022, meetings. After the City Council pulled the item from Consent and discussed the letter on September 6th, based on a request to continue the item to September 20, 2022, the City Council approved continuing the item.
On September 20, 2022, the City Council approved the City of Fullerton response to the Orange County Grand Jury Report Orange County Needs “One Voice” and authorized Mayor Jung to execute and submit the letter by a 4 – 1 vote (Opposed: Zahra). During the Council discussion on September 20, 2022, there was mention of correspondence between Councilmembers regarding this agenda item at issue. For public transparency, and to ensure that the City Council cures any potential Brown Act concerns, this item is being brought back to the Council for disclosure regarding the nature of the communications followed by reconsideration and a revote on the draft response.
