DISCUSSION
The Department’s Right of Way (ROW) Agent left the City in Fiscal Year 2019-20. The Department has a significant need for ROW consultant services to process Real Property and Right of Way tasks and projects. As a result, Public Works - Engineering Division solicited Requests for Qualifications (RFQs) for On-call Real Property and Right of Way Services on August 9, 2022. The selected consultants will provide services including, but not limited to, the following:
Obtain information and documentation to resolve real property issues as they relate to Capital Improvement Program (CIP) projects and/or private developments.
Prepare contracts, agreements, leases, deeds, reconveyances and other means used to obtain or vacate interests in real property.
Advise and coordinate Utility Relocation and Real Estate Relocation activities.

Provide support and coordination for Excess Land Sales.
Assist with development of lease rates for public land for various purposes (i.e. Outdoor Dining, construction storage, etc.).
Other Right of Way and Property Management services as needed.
Senior engineering staff reviewed and evaluated responses from nine firms based on qualifications, including professional experience of key personnel, previous project experience, experience working with local municipalities and fee rates.
