City Council Meeting
October 18, 2022
Temporary Agreement for Homeless Shelter Services

Summary of Situation
Staff continues to encounter challenges as it relates to identifying available beds for homeless individuals within the community.

Partnerships with the North Service Planning Area (North SPA) fund the Placentia and Buena Park Navigation Centers which act as the primary beds available for residents within Fullerton.

Occupancy at the 2 North SPA shelters are consistently high, resulting in a lack of available beds to offer homeless individuals within Fullerton.

The Illumination Foundation has a shelter available which is within Fullerton and can guarantee 20 additional beds at $80.00 per night under a temporary one-year contract.

Background on Homelessness
Despite a 34% reduction of unsheltered homeless individuals from the Point in Time Count of 2022, homelessness remains a challenge in Fullerton.

The City partnerships with the North SPA have housed 529 individuals last year and assisted 80 individuals exit homelessness permanently.

When City staff conduct outreach, they must ensure that it complies with court determinations and offer available shelter beds when interacting.

Background Illumination Foundation (IF)
A Conditional Use Permit was issued in 2019 for the Illumination Foundation Site which includes limitations on the residents it serves.

In July of 2020, Council Authorized an Operating Agreement with Illumination Foundation located at 3535 W. Commonwealth.

Additionally, $500,0000 in City Housing Funds were provided for site improvements relating to the structure of the facility and rehabilitation.

An Agreement for shelter beds was entered and funded through American Rescue Plan Act (ARPA) Funds in 2021, including a $40.00 bed rate. This Agreement expired in July of 2022, and service paused in February of 2022 due to rate changes.

Current Proposal & Rate
Illumination Foundation is interested in partnering with the City through a temporary agreement to guarantee 20 beds for individuals referred to them by our outreach team.

These beds would be at $80.00 per day rates and include the breadth of services provided at the site.

The agreement would be for 1 year and is funded through available ARPA allocations which are already encumbered for this project.

Recommendations
Direct the City Manager to enter into a 12-month agreement with Illumination Foundation and execute any documents associated with such agreement.

Amend Purchase Order #C000143 to include a new 12-month agreement at the identified rate of $80.00 per day rate
