Dear Mr. Levitt,
On behalf of The Illumination Foundation (“IF”) and our stakeholders, we are thankful for the opportunity to partner with the City of Fullerton (“the City”) to care for city residents currently experiencing homelessness.
Per our meeting today with yourself and Mayor Jung, this MOU serves to outline the terms of agreement between our two organizations as it relates to providing shelter beds at IF’s recuperative care and navigation center site at 3535 W. Commonwealth Avenue, Fullerton. The agreement is outlined as follows:
• The City and IF will enter into a 12-month agreement effective November 1, 2022 through October 31, 2023 to provide shelter beds for city residents.
• Illumination Foundation will guarantee up to 20 beds at any given time for individuals referred to the shelter by the City of Fullerton Homeless Outreach Team and City Staff. • The City will pay a daily per diem rate of $80 for those 20 beds irrespective of occupancy. • Illumination Foundation understands that funding for this agreement is provided for by the American Rescue Plan Act (ARPA), and is able to comply with any necessary reporting and audit requirements as mandated by Uniform Guidance, 2 CFR Part 200.
