MEETING DATE: OCTOBER 18, 2022
TO: CITY COUNCIL / SUCCESSOR AGENCY
SUBMITTED BY: ADAM LOESER, FIRE CHIEF
PREPARED BY: ADAM LOESER, FIRE CHIEF
SUBJECT: CONTRACT EXTENSION WITH FALCK MOBILE HEALTH CORP FOR EMERGENCY AMBULANCE TRANSPORT SERVICES

SUMMARY
Falck Mobile Health Corp., formally Care Ambulance Service, Inc., has provided emergency ambulance transport services in the City of Fullerton since June 6, 2018. Amendment Four would extend the current agreement from July 1, 2022 through June 30, 2023.

RECOMMENDATION
Authorize City Manager, or designee, to execute and administer Amendment Four to the agreement with Falck Mobile Health Corp. for emergency ambulance transport services from July 1, 2022 through June 30, 2023.

Approve and authorize $80,000 budget amendment within the EMS Ambulance program (Subprogram 246).

CITY MANAGER REMARKS
This will continue the existing agreement for one additional year.

PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statements:

Fiscal and Organizational Stability
Public Safety.

FISCAL IMPACT
The Fiscal Year (FY) 2022-23 budget includes $4,126,818 in budgeted ambulance billing revenue and $2,233,800 in budgeted expenditures for Falck Mobile Health Corp. for ambulance transport services, for $1,814,178 net program income. Amendment Four will increase estimated emergency ambulance transport costs to $2,312,640 which results in a $78,840 increase or 3.4% higher than current costs. A higher minimum wage and fuel costs generated the contract increase. Staff requests an $80,000 budget amendment. The budget amendment will increase budgeted expenditures within the EMS Ambulance program thereby reducing its operating program income by the same amount.

DISCUSSION
The City entered into the original agreement for emergency ambulance transport services with Care Ambulance Service, Inc. (Care), now Falck Mobile Health Corp., on June 6, 2018. The agreement had an initial two-year term with three one-year extensions for a possible total of five years. This amendment would extend the contract for the fourth time and covers services from July 1, 2022 through June 30, 2023.

Falck Mobile Health Corp. has continued to provide a level of service to the City consistent with the City’s rights under the California Health and Safety Code Section 1797.201. Falck provides three transport ambulances, each staffed with two EMTs and housed and dispatched out of Fire Stations 1, 3 and 6. When all three ambulances have responded to incidents and another incident occurs in the City, Falck provides the necessary backup units to cover this “surge” in daily volume. The City has found Falck’s performance satisfactory and wishes to continue the partnership.

Staff plans to issue a Request For Proposals in FY 2022-23 to competitively bid a new agreement for emergency transportation ambulance services as this marks the last extension on the original agreement Attachments:
