DISCUSSION
The Fullerton Downtown District consists of a six-square block area with approximately 61 ABC licensed locations within the district. The City of Fullerton has 213 on-sale and 100 off-sale ABC licensed locations, totaling 313 ABC licensed locations in the City. A significant amount of alcohol consumption occurs in Downtown Fullerton, particularly on weekends, which creates a heightened risk for DUIs and other behaviors that impact public safety. The Fullerton Police Department consistently ranks among the top ten agencies, county-wide, for DUI crashes and arrests (561 DUI arrests in 2021). The city experienced ten traffic-related fatalities in calendar year 2021.
Additionally, some businesses over-serve patrons or serve minors who they either intentionally or unintentionally permit into these age-restricted establishments. The Fullerton Police Department, ABC licensed facilities and security personnel have confiscated over a thousand fake and/or fraudulent identification cards to prevent the purchase or sale of alcohol to minors. Public intoxication, disorderly conduct, DUIs and traffic accidents can all be attributed to the aforementioned causes, having a negative impact on the quality of life of those involved, as well as members of the Fullerton community.
The Police Department 2022-23 ABC-OTS Grant Program, funding sworn officers working overtime, will target underage drinking and alcohol sales at ABC licensed premises while also increasing public awareness that selling or furnishing alcohol to minors is a criminal violation that the District Attorney’s Office will prosecute.
