PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statement:

Infrastructure and City Assets.

FISCAL IMPACT
This item has no fiscal impact to the City as the Fiscal Year 2022-23 Adopted Budget includes costs associated with removing existing painted markings and existing signage. Additionally, Costco has agreed to fund the improvements at Harbor Blvd and Southgate Avenue / Costco Way.

DISCUSSION
Harbor Blvd at Southgate Avenue / Costco Way
City staff received numerous complaints pertaining to vehicle queues on Harbor Boulevard at the northerly entrance to Costco Gasoline and at the signalized intersection of Harbor Boulevard and Southgate Avenue. Vehicle queues impact traffic entering and exiting the shopping center and block access to an existing OCTA bus stop.

The City Traffic Engineer has developed a new operational approach for the traffic signal at Harbor Boulevard and Southgate Avenue / Costco Way that addresses traffic congestion on Harbor Boulevard and improves access to and from the Fullerton Town Center. This new traffic signal operation necessitates the removal of the east / west crosswalk on the south leg of the intersection as shown on Attachment 1.

Chapman Avenue at Malden Avenue and Chapman Avenue at Ford Avenue The City received a Highway Safety Improvement Program (HSIP) Grant for installation of Rectangular Rapid Flashing Beacons (RRFB) at fifteen uncontrolled crosswalks in the City. Two of the intersections identified for the RRFB systems in the HSIP grant are Chapman Avenue at Ford Avenue and Chapman Avenue at Malden Avenue.

The grant provides funding for the installation of one RRFB at one crosswalk at Chapman Avenue and Malden Avenue and the installation of one RRFB at one crosswalk at Chapman Avenue and Ford Avenue. Since both intersections have two north-south crosswalks, the City needs to remove one of the existing crosswalks for installation of the systems. Removing one crosswalk at each intersection will concentrate pedestrian crossings at the remaining crosswalks where the RRFB systems can be most effective. Attachments 2 and 3 provide design plans for the installation of the RRFB and removal of existing crosswalks.

California Vehicle Code Section 21950.5 requires the City to provide public notice for a period of 30 days prior to removal of a marked crosswalk and allow the public an opportunity to comment on the matter. Staff posted notices at the three marked crosswalks slated for removal on September 1, 2022 and TCC held a public hearing on October 3, 2022, in accordance with State law. TCC recommended all for approval.
