TO: TRANSPORTATION & CIRCULATION COMMISSION

SUBMITTED BY: PUBLIC WORKS /TRAFFIC ENGINEERING DIVISION

PREPARED BY: DAVID ROSEM AN, CITY TRAFFIC ENGINEER

SUBJECT: 611 EAST COMMONW EALTH AVENUE – DISABLED
PERSON’S PARKING

SUMMARY
Consider a request for a Disabled Person’s parking space at 611 East Commonwealth Avenue, a residential property.

RECOMMENDATION
Recommend to City Council that a Disabled Person’s parking space be approved at 611 East Commonwealth Avenue, as shown in Exhibit “A” (Attachment 1).

DISCUSSION
East Commonwealth Avenue is a 64-foot wide, east/west arterial street with an average daily traffic volume of approximately 19,800 vehicles. The street is posted for a speed limit of 40 miles per hour and has two lanes of travel in each direction. There is improved curb, gutter, and sidewalk on both sides of the street with an accessibility ramp within 20-feet of the residence. The street is comprised of single-family residential homes on both sides. On-street parking is permitted in front of the residence with the exception of “Early Morning Parking” between the hours of 2:00 a.m. and 5:00 a.m. The residence was built in the 1930’s and has tw o narrow single-car garages accessible through the adjacent alley. Parking is permitted in the alley.

The request for a Disabled Person’s parking space was initiated to secure close proximity parking near the front of the home for a resident whose 28-year-old son has a permanent disability impacting his mobility. On-street parking on East Commonwealth is routinely occupied and it can be difficult fo r the resident to find on-street parking near

the home, which can be problem atic. Available on-street parking near the home would greatly enhance the health, safe ty, and quality of life for the resident and her son. Use of garage parking off the alley is not a reasonable option due to the narrow garage space and the fact that there is no accessible access between the garage and the living quarters of the home.

The resident possesses a Disabled Person’s placard for use in transporting her son, and the property is ADA compliant for ambulat ory needs. This request is also supported by the property owner.
