DISCUSSION
Public Works Sewer Maintenance staff identified a broken sewer pipe at the intersection of Valencia Mesa Drive and Euclid Street within the Euclid Street Improvements project limits after award of the Euclid Street Improvements construction contract. The following Figure 1 shows the repair location and Attachment 1 shows the Euclid Street Improvements Project limits. Staff deemed the broken sewer pipe an urgent repair to complete prior to the scheduled project paving activities for health and safety reasons.

The City awarded the Euclid Street Improvements Project contract to Towo Enterprise, Inc. (“Towo”). Towo had resources available to quickly repair the broken sewer main. Staff authorized Towo to perform the repair on a time and material cost basis due to the urgent nature of the required work. Towo repaired the sewer within two days at a $10,970 cost .
The Street Improvements program in the CIP Fund (Fund 74) using Senate Bill (SB1) Road Maintenance and Rehabilitation Account (RMRA) and Drainage Capital Outlay Funds fund and support the Project 44048 Euclid Street Improvements Project. However, these funds have restricted uses and the City cannot use the funds to repair the sewer main. The Sewer Enterprise Funds fund sewer repairs and improvements. Staff recommends a budget transfer from the annual Sewer Repair program for the cost of the sewer repair work to the Euclid Steet Improvements Project.
