SUBJECT: SOUTHERN CALIFORNIA EDISON EASEMENT REQUEST FOR UTILITY PURPOSES AT THE LEMON PARKING STRUCTURE SITE – 400 NORTH POMONA AVENUE
SUMMARY
Southern California Edison (SCE) requests an easement for utility purposes on the City-owned property located at 400 North Pomona Avenue, Lemon Parking Structure site. The proposed easement location is at the southwest corner of the site that fronts the northeast corner of the North Pomona Avenue and East Whiting Avenue intersection (Attachment 1).
RECOMMENDATION
Authorize Public Works Director, on behalf of the City of Fullerton, to execute the necessary documents with Southern California Edison (SCE) to effectuate conveyance of the requested easement located at 400 North Pomona Avenue, Lemon Parking Structure site.
CITY MANAGER REMARKS
None.
FISCAL IMPACT
This action has no reoccurring costs. The City will receive $7,500 in one-time revenue for the SCE easement acquisition. The SCE Appraisal Department determined the easement fee amount based on fair property value and recent sales comparables. Staff reviewed the proposed amount and found it acceptable.
DISCUSSION
SCE requested the 213-square-feet (17.75 feet long by 12 feet wide) non-exclusive easement to place an aboveground pad-mounted capacitor at the northeast corner of the North Pomona and East Whiting intersection. The new capacitor will benefit all City residents and SCE customers connected on the impacted SCE circuit by providing voltage support, consistency and balancing under high load conditions.
SCE engineering and planning teams conducted an in-depth analysis to select the location of the capacitor. They found SCE would need to locate the capacitor within a specific section of the affected circuit for the capacitor to perform effectively. SCE needs to install the capacitor on the section of circuit running down East Whiting Avenue between North Lemon Street and North Pomona Avenue.
During the review process, staff considered potential conflicts the proposed easement location could have with future site development. SCE investigated alternate locations, based on staff recommendations, within reasonable proximity of the affected area and concluded no other suitable sector within the public right-of-way or on private property would satisfy the necessary safety clearances.
SCE included a relocation clause in the Grant of Easement document (Attachment 2) to address staff concerns regarding the potential interference with future site development, committing to relocate the entire system or its portion to the city-approved on-site location at SCE’s expense.
Staff reviewed the proposed easement location and found it acceptable with the addition of the relocation clause in the Grant Easement. SCE will design and install improvements within the proposed easement in accordance with City permitting processes.
