RE: Request for Proposal
Engineering Services for the Equipping of Well 7A and Pipeline Replacement
Dear Steven Conner:
The City of Fullerton (“City”) is requesting a proposal for engineering services for the equipping of Well 7A and replacement of part of the transmission line. City is also seeking bid assistance, construction support, and pipeline assessment services.
BACKGROUND
The City-owned wellfield property, “Main Plant,” is located at 627 West La Palma Avenue, Anaheim, CA 92801. Main Plant presently consists of four operational wells (Well 3A, Well 5, Well 6, and Well 8), one well (Well 4) scheduled to be abandoned, and Well 7A, which was drilled and capped in 2021. While Wells 5, 6, and 8 are relatively shallow (300 to 410 bgs) and range in production from 1,250 gpm to 1,700 gpm, Well 3A has perforations that range from 580 to 1,280 bgs and has historically produced around 2,200 gpm. Since February 2020, Well 3A has been offline due to elevated levels of perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS)—two constituents of the family of chemicals known as per- and polyfluoroalkyl substances (PFAS). A new PFAS water treatment plant will be constructed to treat Well 3A discharge starting in Fall 2022 with a tentative commission date of Summer 2023.
Well 7A is 1,390 feet deep with perforations from 550 to 1,370 bgs. Water quality samples were taken during pump testing, and the results suggest Well 7A discharge will also require PFAS treatment. Coordination will be required with the Orange County Water District (OCWD) to ensure the treatment facilities are ready to receive and treat Well 7A flow. Effluent from the new treatment plant will be disinfected and sent directly into the existing 18” diameter transmission line.
Well 7A pump test results suggest this well could produce 4,000 gpm or more. The Consultant shall design a 3,500 gpm vertical turbine pump with a variable frequency drive (VFD) to reach 4,000 gpm and all associated piping, valves, electrical equipment, and appurtenances. In addition, Well 7A should be enclosed in such a manner that will meet the City of Anaheim noise ordinance and minimize noise pollution to the surrounding residents.
The Consultant will also be tasked with designing the replacement of a section of the existing 18” diameter steel transmission line (Attachment A). Constructed in 1959, the approximate 800 LF of 18” diameter steel pipeline has experienced six water main breaks in the last decade. Part of this line will be replaced during the PFAS water treatment facility project (Attachment B) with the remaining approximate 500 LF replaced under this project scope. This transmission line is in a City easement that runs underneath a City of Fullerton-owned parking lot leased to the nearby church and church-owned property.
Request for Proposal
Engineering Services for the Equipping of Well 7A and Pipeline Replacement During the pipeline replacement work, the Consultant will also be tasked with investigating the condition of the 16” transmission line that runs north on Harbor Boulevard. There have not been any main breaks on the approximately 1,950-ft long, 16-inch diameter cast iron pipeline but its installation may have originated from the 1910’s. The 24-inch diameter SCCP pipeline existing west from Main Plant is not part of this project. The discharge pressure through these distribution pipelines had been 120 psi but has since been reduced due to high pressure concerns.
The Well 7A project is a recipient of two grants: 1) United States Department of the Interior, Bureau of Reclamation WaterSMART Drought Response Program and 2) State of California, Department of Water Resources Proposition 84 Integrated Regional Water Management (IRWM) Implementation Grant program. The project design will need to incorporate both grant requirements. The deadline for both grants is March 31, 2025, and Well 7A should be online well before this deadline.
SCOPE OF WORK
Project Management and Administrative Services
1. Task 1 – Project management
The Consultant shall promote efficient communication between Consultant, City of Fullerton, and others as required. For all meetings, Consultant shall prepare agendas and meeting minutes. The minutes shall be sent to the City within five (5) working days after each meeting. The Project Manager shall be accompanied by the appropriate engineering staff or subconsultant representatives necessary to conduct the meetings.
As part of progress payment requests, Consultant shall provide documentation of achieved progress.
a. Kick-off Meeting
The Consultant shall meet with City staff to review the scope and approach of the project, identify team members’ involvement, and identify project constraints and anticipated long lead items. The Consultant shall submit a list of existing documentation requests prior to the kick-off meeting. At the meeting, the Consultant shall submit an initial schedule with critical milestones.
b. Coordination meetings
The Consultant shall coordinate monthly progress conference calls to review project progress and issues to be resolved. The Consultant shall prepare any figures or other documents that may aid in discussions.
c. Agency coordination and Permitting
Consultant shall identify and prepare a list of all permits and clearances necessary for carrying out well equipping and pipeline replacement work. Consultant shall prepare all required documentation that the City of Fullerton or the Contractor will need to pull permits for this project (unless noted otherwise).
The City will issue payments separately for all fees required by the agencies. At a minimum, the Consultant shall prepare documentation for the following agencies:
i. Division of Drinking Water (DDW)
The City will be the primary contact for DDW. The City will prepare and submit the application for an amended domestic water supply permit. The Consultant shall assist in providing any information that is required for the amended permit.
Request for Proposal
Engineering Services for the Equipping of Well 7A and Pipeline Replacement ii. City of Anaheim
The Consultant shall coordinate with the City of Anaheim Building Department and City of Anaheim Public Works department (if necessary) in identifying and preparing all documents required for the Contractor to pull permits without incident or delay. The documents are expected to include, but not be limited to, plans, structural calculations, and a noise study.
In addition, the Consultant shall be responsible for coordinating and receiving all necessary approvals with the City of Anaheim Public Utilities Electric Services Division for all power requirements for Well 7A. The City desires to have the new electrical service tied with either (or both) of the City’s two existing electric meters as the City hopes to convert this meter to a TOU schedule, which requires a minimum monthly maximum demand of 500 kW. iii. CEQA
For CEQA, the City plans to file a notice of exemption for this project. iv. Instrumentation and Controls (I&C)
The Consultant shall coordinate and schedule a meeting with the City’s I&C integrator, Systems Integrated (SI) early in the design process. SI will be responsible for the SCADA automation, cyber security, and physical security (camera) components. The Consultant will be responsible for providing complete process control narratives that describe all operation modes. The Consultant is expected to address all comments received from SI throughout the design phase.
2. Task 2 – Research and Field Reconnaissance
a. Existing documentation review
The Consultant shall review all existing plans and other documentation related to this project. The City will provide all applicable plans, base map file, and pumping test and water quality results from Well 7A testing. The Consultant shall collect and review all available groundwater data, current operations, existing utilities, site electrical usage and any geotechnical reports available in the region.
The Consultant shall also review the grant agreements (specifically the Federal WaterSMART Drought Response Program agreement) for requirements to incorporate into the design. The City will provide the Well 7A Drilling specifications which included grant requirement language and forms. An excerpt from the Federal grant agreement can be reviewed as Attachment C.
b. Field Reconnaissance
