Firm Background
Since our founding in 1951, the firm has developed a reputation for the tech- nical, quality, and timeliness of our work. Currently, we have over 1,200 professionals and support staff in 67 offices. Engineering News Record has listed Hazen as one of the top firms in the nation, focused entirely on the domestic water, wastewater, and recycled water market. We are a water-only firm; therefore, we bring unique expertise and specialists to each project. One client even suggested that we “do all things water except make it rain!” In addition to our project experience, Hazen is also a thought-leader in inno- vative research and evaluation of cutting-edge technology. We are active in Water Environment Research Foundation (WERF), WateReuse Research Foundation (WRF), and National Water Research Institute. We have presented and published over 300 papers in peer reviewed journals, trade journals and international, national, and regional conferences since 2008.

For the past decade, Hazen has assisted numerous Southern California clients with development of groundwater supplies. Our groundwater resume includes design of over 55 wells and wellhead treatment facilities. We have strong relationships with all DDW branch offices throughout Southern California, and have developed an excellent working relationship with many DDW staff at all levels. Hazen has a strong focus in planning, design, startup, and oper- ation and maintenance of groundwater facilities. We inherently consider O&M concerns from the outset of a project. We are able to do this because our key team members bring a working background in operations, having in many instances worked at water utilities operating wells and treatment plants. Thus, our attention to the ability of a water facility to operate efficiently and be low maintenance is, for us, inherent.

Project Approach
The addition of Well 7A and replacement of the Main Plant discharge pipeline will improve the City’s water production, reliability, and operational flexibility.

Project Goals & Objectives
Design well pump and control
system to:
• Meet City equipment and
control preferences
• Protect distribution system
from surges during well
operations
• Prevent well pump from
starting and stopping
frequently
• Provide operational flexibility
and control to match treatment
plant capacity and system
supply requirements
• Operate efficiently during low
flow, average flow, and peak
flow conditions
• Protect shaft bearings above
static water level during
startup
• Be compatible with City’s
existing SCADA system with
ability to integrate with future
upgrades
• Keep operational noise below
the City of Anaheim noise
requirements to stay a friendly
neighbor
• Provide for cooling and shade
of VFD and VFD driven pump,
to improve service life
Groundwater is the key component of the City of Fullerton’s water supply, providing nearly 75% of the City’s supply when all wells are operational. The Main Plant can supply nearly half of that groundwater supply (45%) with all four (4) wells operating.

However, the largest existing well, Well 3A, has been out of service since February 2020 due to elevated levels of perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS). As the cornerstone of the City’s groundwater system, it is critical to ensure that the individual wells at Main Plant are operating reliably. A new PFAS water treatment plant is planned to be constructed at the Main Plant by the Summer of 2023. The plant will treat both Well 3A and Well 7A, and bring back greater well supply reliability and operational flexibility. Equipping of the new Well 7A at Main Plant will ensure that Main Plant continues to provide needed groundwater supply over the long term.

Engaging the City in the Design Process
The design process involves two facets. One facet deals with meeting the requirements for proper equipment
sizing, safety, operability, layout standards, and code compliance. In a well equipping project, these items
include proper sizing and selection of the pump and
motor; design of discharge and pump-to-waste valve
and piping to ensure the pump is operating on its curve within the preferred operating range; required equip-
ment clearances; required equipment cooling; adequate
accessibility for maintenance personnel and truck
access for well maintenance; meeting local noise ordi-
nances; and meeting the requirements of California
Well Standards.

The other facet of design is the equipment and layout preferences. Preferences include piping material, pump- to-waste valve type, pump start-up sequence and check valve type, pump lubrication system, isolation valve type, flow meter type and location, enclosure types, SCADA and communication requirements.

Our technical approach involves following an iterative process of identifying the required and wish list elements for the project by working with Fullerton staff. We then make sure each of the project components identified fully meet the expectations of the City and the requirements of the project. For example, if the City has developed design requirements for their SCADA system, this will be incorporated into the well control design.

Hazen and Sawyer
In order to ensure that all requirements and City preferences are captured early during design, Hazen has summarized the well design criteria and equipment preferences in a Project Data Sheet that has been filled-in specifically for Well 7A. The data sheet will be used during the kick-off meeting facilitate collaboration with City to create a summary of equipment preferences, pump accessories desired, control sequences, power design, aesthetic considerations, noise abatement considerations, security consideration, and any other items or goals that are important to the City. The project data sheet is shown herein.

Working closely with City staff during the development
of design documents for the drilling and construction
of Well 7A, Hazen has completed the analysis for the
preliminary well equipping design. This includes per-
forming a detailed hydraulic analysis, system curves
development, pump selection, and identification and
sizing of all major mechanical equipment and prepar-
ing a preliminary equipment and site layout. The pump
and system curves (included below) show a pump that
can supply 3,500 gallons per minute through the treat-
ment system while other wells are supplying 6,500
gallons per minute. The pump can also supply over
4,000 gallons per minute when other wells are off,
and maintain over 3,000 gallons per minute should
the water table drop by 50 feet.

This work already completed by the Hazen team pro-
vides a solid foundation to begin the final design phase of the project. Issues still requiring coordination and resolution include incorporating City’s preferences for well specific equipment, configuration, and well oper-
ation, wellhead security, sound attenuation, electrical service design, and instrumentation and control
strategies.

Implementation
Project Management and Communication. Hazen utilizes a team approach for project delivery with Steve Conner as the City’s Project Manager who will be your day-to-day point of contact for this project. Steve will also be responsible for overseeing the project delivery and coordination of assigned tasks to the team. Cindy Miller will be our Principal-in-Charge, who is directly responsible to the client for the performance of the office and firm. We maintain close communication with our clients throughout our projects, not only discussing technical issues, but making sure we are on track with deliverables and budget. We use a variety of project management tools to track budgets, schedules, and to ensure effective communication throughout the duration of the project.

Progress Reporting. Proper reporting of progress is essential to maintaining the project schedule and cost as well as early identification of any issues which may lead to scope, cost, or schedule variances. The Project Manager will track the schedule and budget of the work. We utilize several management tools including critical path scheduling, budget projections, and monthly project budget updates, to ensure that high quality deliverables are submitted on time and within budget. In accordance with the RFP, Hazen will coordinate regular conference calls to check-in with the City’s Project Manager, discuss current project status and stay ahead of potential issues that may affect the project. We will keep minutes of each call, as well as all other meetings, and compile all relevant information into the Decision Log for reference through- out the project.

Hazen also utilizes SharePoint, a web-based application that can integrate with Microsoft Office and can also be used simply for file storage and transfer. It allows for live file editing by multiple parties for more dynamic interaction between the City and Hazen.

Quality Assurance. Hazen adheres to corporate Project Quality Assurance guidelines that outline policies and procedures required for execution of all projects. However, quality doesn’t enter our projects simply as a result of any company procedures; it is an attitude within each of our staff about providing the highest quality work to our clients while remaining within our budgetary constraints. To support this commitment, Hazen has developed a Quality Assurance Policy Manual to provide guidance to staff during the execution of projects undertaken by the Firm. The Manual defines our corporate Project Quality Control Program. In accordance with Hazen’s QA Policy Manual, QC reviewers should be independent of the design process, so that reviews have a broad perspective. Hazen performs internal QC reviews prior to each submittal to ensure quality deliverables to the City’s satisfaction. Hazen also conducts constructability reviews along with safety reviews in accordance with Cal/OSHA standards. Designs will be done in accordance with City of Fullerton Standard Specifications, and in accordance with local, state, and federal requirements. Built into each budget and schedule is time to complete a quality assurance and quality control review for each project deliverable.

All services provided by Hazen under this scope of services are all performed as “Design Professional Services”.

The following Scope of Service includes additional information and clarifications of Hazen’s assumptions for the project.

T ask 1 – Project Management
Hazen will promote efficient communication between Hazen, City of Fullerton, and others as required. For all meetings, Hazen will prepare agendas and meeting minutes. The minutes will be sent to the City within five (5) working days after each meeting. The Project Manager will be accompanied by the appropriate engineering staff or subconsultant representatives necessary to conduct the meetings.

As part of progress payment requests, Hazen will provide documentation of achieved progress. a. Kickoff Meeting. Hazen will meet with City staff to review the scope and approach of the project, identify team members’ involvement, and identify project constraints and anticipated long lead items. Hazen will submit a list of existing documentation requests prior to the kick-off meeting. At the meeting, the Hazen shall submit an initial schedule with critical milestones. Hazen will present the Preliminary Project Data Sheet to obtain consensus on equipment and design preferences. b. Coordination Meetings. Hazen will coordinate monthly progress conference calls to review project progress and issues to be resolved. Hazen will prepare any figures or other documents that may aid in discussions. c. Agency Coordination and Permitting
i. Division of Drinking Water. The City will be the primary contact for DDW. The City will prepare and submit the application for an amended domestic water supply permit. Hazen will assist in providing any information related to well equipping that is required for the amended permit. ii. City of Anaheim. Hazen will coordinate with the City of Anaheim Building Department and City of Anaheim Public Works department (if necessary) in identifying and preparing all documents required for the Contractor to pull permits without incident or delay. The documents are expected to include, but not be limited to, plans, structural calculations, and a noise study. The noise study will be conduct- ed by Hazen’s subconsultant, Yorke Engineering.

In addition, Hazen will be responsible for coordinating and receiving all necessary approvals with the City of Anaheim Public Utilities Electric Services Division for all power requirements for Well 7A. Ha- zen understands the City’s desire to have the new electrical service tied with either (or both) of the City’s two existing electric meters to convert the meter to a TOU schedule, which requires a minimum monthly maximum demand of 500 kW.
iii. CEQA. The City plans to file a notice of exemption for this project. iv. Instrumentation and Controls (I&C). Hazen shall coordinate and schedule a meeting with the City’s I&C integrator, Systems Integrated (SI) early in the design process. SI will be responsible for the SCA- DA automation, cyber security, and physical security (camera) components. Hazen will be responsible for providing complete process control narratives that describe all operation modes. Hazen will address all comments received from SI throughout the design phase. 6 Project Approach

Hazen and Sawyer
T ask 2 – Research and Field Reconnaissance
a. Existing Document Review. Hazen will review all existing plans and other documentation related to this project. The City will provide all applicable plans, base map file, and pumping test and water quality results from Well 7A testing. Hazen will review all available groundwater data, current operations, existing util- ities, site electrical usage and any geotechnical reports available for the site and provided by the City.

Hazen will review the grant agreements (specifically the Federal WaterSMART Drought Response Program agreement) for requirements to incorporate into the design and contract documents. The City will provide the Well 7A Drilling specifications which included grant requirement language and forms. b. Field Reconnaissance. Hazen will conduct site visits and document all observed existing conditions. For budgeting purposes, we have assumed two field visits by the Project Manager, Project Engineer, and Elec- trical Engineer.
c. Geotechnical Investigation. The geotechnical investigation prepared for the treatment plant included a boring at the Well 7A location. It is assumed that no additional investigation is required for the well equip- ping. The City will be responsible for providing the geotechnical investigation report for the treatment plant. d. Surveying. Hazen’s subconsultant, Michael Baker International, will perform surveying of the church parking lot and half width of Harbor Boulevard fronting the church parking lot. The survey file will be combined with the treatment plant survey to be provided by the City, to create a surface of the complete work area. It is assumed that no survey is required for the pipeline assessment within Harbor Boulevard.

T ask 3 – Well Equipping and Distribution Pipeline PS&E With regards to the specifications, the City will provide the Invitation to Bid, Supplemental Information to Bidders, Sample Agreement and Bonds, General Specifications, Federal Provisions and Bid Forms, and Bid Documents. Hazen will prepare the Special Provisions or Technical Specifications, copies of permits, construc- tion plans (including CAD files), final engineer’s construction cost estimate and bid schedule, estimated con - struction schedule, and any other required documents so that the City may bid, award, and complete the Well 7A equipping and pipeline replacement work. c. Design 500 LF of 18-inch diameter pipeline replacement in a manner that minimizes disturbances to the aboveground users. The City has asked that the new pipeline be installed within the same 10-ft wide easement as the existing pipeline. However, the existing pipeline appears to cross under curbs, planters, trees, and parking spots. Hazen recommends coordinating the new pipe alignment with existing facilities and the private owner, and potentially revising the easement to limit impact to existing facilities. The limit of replacement will end at or before the existing City of Anaheim right-of-way. Pipeline replacement construction will be limited to the months of October through April. Hazen will assist the City in working with the private owner to minimize impacts.
d. Design a connection for portable generator hookup and appropriate lighting for O&M activities per City requirements. Coordinate with the City’s SCADA consultant, SI, in locating the light posts with cameras. e. Prepare all structural documentation, including calculations. Hazen will propose structure(s) enclosing the new motor and VFD that will meet City of Anaheim requirements and prepare a noise study prepared by a li- censed professional. For budgeting purposes, the well structure will include a three sided block wall for sound attenuation, and a removable steel cover to provide shade for the VFD and pump motor. f. Work with SI to provide all controls required for a reliable, functional system. SI will integrate the new equipment with the existing SCADA system.
g. Hazen will review and sign the City’s WQMP and SWPPP Determination forms provided by the City. Lan- guage will be included in the plans and specifications should a SWPPP be required to be prepared by the contractor.
h. Hazen will prepare bid schedule, engineer cost estimates for all bid items, estimated working days, and projected construction schedule.
i. Hazen and its subconsultant, V&A Engineering, will investigate the condition of the 16-inch diameter transmission line on Harbor Blvd (see Task 6) during the replacement of the 18-inch diameter pipeline.

Language will be included in the specification to instruct the Contractor to work with Hazen in coordinat- ing this investigation.
j. For long-lead items, the City may consider pre-purchasing these select materials. Those specifications will be developed in a manner that is compliant with the public contract code and grant requirements as well as provided at the 90% design phase. This has been included as an optional task in the fee proposal, and as- sumes pre-purchasing the pump and motor assembly, VFD, pump control valve and MCC enclosure.

Deliverables
Hazen will submit the following deliverables for City review. Hazen will virtually meet with the City to discuss comments after every deliverable besides “Final.” The City of Fullerton’s building department will also review the 100% Plans and calculations. Hazen will incorporate the building department plan check comments in the Final Submittal, as required.

Palmdale Water District Well 36
Palmdale, CA
Hazen is in the process of designing and constructing a new well (Well No. 36) for the Palmdale Water District that is designed for a pumping rate of 1,000 gallons per minute (gpm). The project includes drilling a new well and construction of the wellhouse and supporting facilities. The proposed project components are described in further detail below:
• Well – The well will be drilled to a depth of approximately 1,030 feet below ground surface (bgs). The conductor borehole will be up to 48 inches in diameter for a depth up to 50 feet below grade surface (0 to 50 feet bgs); the borehole for the remainder of the depth of the well (50 to 1,030 feet bgs) will be up to 18 inches. The well will include stainless steel well casing, screen, ancillary tubing, and seal. • Wellhouse – This single-story structure will house the well, pump, motor, and electrical equipment. The well house will be constructed of metal siding with a standing seam metal roof, similar to other well house facilities operated by PWD.
• Percolation Basin – A 40’ x 60’ percolation basin will be located in the western portion of the proposed well site to allow for percolation of low-fl ow wastewater discharges during well development and testing and also for pump-to-waste water.
• Discharge and conveyance piping – Up to 400 feet of 10” to 12” Duc- tile Iron Pipe (DIP) will be installed from the well to the property line.

Piping will be installed to connect the well to the property line and from the well site to the percolation basin.
• Ancillary structures – Additional above-ground structures to support well operation include a 40-feet antenna, transformer (approximately 8’ by 10’) and surge tank (10 feet to 12 feet).

Well Siting, Drilling, and Equipping of La Cienega
Well #1
City of Beverly Hills, CA
The City of Beverly Hills La Brea Subarea Groundwater Supply Project is a $50 M project the City is implementing to expand their local water supply by developing groundwater in the La Brea Subarea of the Central Groundwater Basin. The project includes three (3) groundwater wells, 4-miles of raw water transmission main through the City of Los Angeles and Beverly Hills, and upgrade of the City’s existing reverse osmosis treatment plant. The fi rst phase of the project which Hazen lead is the drilling and equipping of the fi rst groundwater well, and construction of the 4-mile transmission main.

La Cienega Well #1 was drilled in 2020, and equipping is scheduled for completion in late 2022. The Hazen team fi rst located potential well sites with the highest groundwater production potential. Then the team devel- oped bid documents to drill a pilot borehole to confi rm production poten- tial and water quality characteristics. With the successful results from the pilot borehole, the well drilling design was completed, competitively bid, and was completed on schedule. The City is now moving forward with a pilot borehole at a second location that will ultimately pump into the new 4-mile transmission main.

Hazen was responsible for the design of the well equipping, which included well pump and motor, VFD, electrical equipment, and backup power.

Because the well site is located within a residential neighborhood, the new well needed to be housed within a sound-attenuated structure that included specialty architecture that blended in with the neighborhood. The City of Beverly Hills and Hazen worked closely with the City of L.A. Planning Department for the well building architectural design. Prior to the well being drilled, Hazen prepared plans for the demolition of the existing structure on the property, which was a single story house built circa 1940’s.

Installation of Replacement Well to Improve Water
Quality Using In-Well Blending
Modesto, CA
Hazen is currently designing a replacement well operated by the City of Modesto on behalf of the City of Grayson. The existing Well 274 was in- stalled in 1967 and is one of two wells that are the only source of munic- ipal water for the City of Grayson’s approximately one thousand residents.

The sand production and degree of encrustation indicate that existing Well 274 is near the end of its useful life. In addition, existing Well 274 is shallow and extracts groundwater from the upper portion of the aquifer system degraded by nitrate at concentrations exceeding the MCL. The intent of this project is to design and install a deeper well as a replacement for the existing Well 274 using modern design and materials to reduce nitrate concentrations and increase water production reliability. The Project starts with a new on site monitoring well for use in evaluating water quality and production capacity of both the shallow aquifer and deep aquifer. This data will be used to complete the fi nal design of replace- ment Well 274 with the goal of optimizing water quality while meeting production capacity goals.

The production goals for the Project are to support water supply and fi re fl ow requirements and increase system reliability. This project evaluates in-well blending of ground water from two aquifer zones with diff ering water qualitiies. In-well blending of groundwater derived from the shal- low and deep well screens could decrease nitrate concentrations in the distributed water to below the MCL. The Project also includes consideration of space and utility upgrades for a future treatment system and / or stor- age tank. The concept-level design considers a future Reverse Osmosis (RO) treatment plant or application of emerging technology for the bio- logical treatment of nitrate.
