FISCAL IMPACT
Project 53005 Water Well Replacement includes two phases of the Well 7A construction project: (1) Well Drilling and Abandonment and (2) Well Equipping and Pipeline Replacement.

The City budgeted the total Well 7A Construction Project at $4,989,992, supported by the following funding sources:
$3,124,852 Water Funds (Fund 44)
$290,000 Bureau of Reclamation grant from the WaterSMART Drought Response Program (accepted by City Council on July 7, 2020) $1,575,140 Department of Water Resources Grant from Santa Ana Watershed Project Authority and the Orange County Water District (accepted by City Council on January 19, 2021).

The FY 2022-23 CIP Budget includes sufficient funds for the requested professional design and engineering services for Phase II of Project 53005 Water Well Replacement-Water Well 7A. Staff provided a Budget Data Sheet in Attachment 1.

DISCUSSION
Well 7A will provide a major water production well for the City when completed. The Well site is located at the Fullerton Main Plant in the City of Anaheim. Staff split Project 53005 Water Well Replacement construction project into two phases: (1) Well 7A Drilling and Well 7 Abandonment and (2) Well 7A Equipping and Pipeline Replacement. The City has completed Phase 1. The next phase of the project is equipping and pipeline replacement.

The City drilled and capped Well 7A in December 2021. Well drilling work included drilling a 1,400-foot hole in the ground, casing installation and multiple tests to profile soil composition and assess potential water production and water quality. The results of these tests informed the Basis of Design Report (BODR) prepared by Hazen and Sawyer. The BODR included design criteria for the well equipping and pipeline replacement work. The scope of work for the well equipping and pipeline replacement engineering consultant services includes preparation of plans, specifications and estimates (PS&E) to construct a fully functioning new well; bid assistance; construction support and pipeline investigation.

City staff issued a Request for Proposals (RFP) for Phase 2-Well 7A Equipping and Piping engineering consultant services in June 2022 (Attachment 2). Hazen and Sawyer submitted a proposal totaling $465,731 for engineering consultant services related to Phase 2 of the project (Attachment 3). Staff reviewed the proposal, found it acceptable and selected Hazen and Sawyer for Phase 2 consultant services for this project, based on the qualifications and technical expertise of the firm. After working successfully with Hazen and Sawyer for Phase 1, staff recommends awarding Phase 2 to the same consultant with the most familiarity with Well 7A.

Well 7A will need to tie-in with the new PFAS water treatment plant anticipated to start construction in November 2022. The treatment plant discharges into two transmission lines, one of which has suffered several main breaks in the last decade. The section that has experienced main breaks will undergo replacement while the remaining pipeline will undergo condition assessment during construction.

Well 7A will have a variable frequency drive for operational flexibility and portable generator connection for emergency preparedness. The PS&E will also need to incorporate grant requirements, surveying, geotechnical, hydrology, structural and electrical plans and instrumentation.

Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined that the project is categorically exempt.
