DISCUSSION
This project will rehabilitate approximately 0.75 miles of deteriorated residential street involving grind and overlay of the pavement plus slurry seal of an additional 0.25 mile of residential street. City Council approved these street segments for rehabilitation on August 16, 2022. Other improvements within this project will include replacement of deteriorated curb, gutters, sidewalk, cross gutters and spandrel, as well as installation of ADA access ramps. See Attachment 3 for project limits.
The proposed street segments with current Pavement Condition Index (PCI) are:

All streets will involve grind and overlay of the existing pavement except South Highland Avenue which will receive slurry seal. PCI scores will reset to 100 (Very Good) upon completion of the improvements.
The City will restripe South Highland Avenue to provide additional on-street parking and restripe Rollings Hills Drive to modify existing on-street parking as previously recommended by the Transportation and Circulation Commission and approved by City Council.
This project included an optional bid alternate for rehabilitation of public alleys adjacent to Pomona Avenue as directed by City Council on August 16, 2022. These alleys do not have typical configuration for a City alley as they have a circular alignment with private garages located in the center of the alignment. City alleys typically provide direct access to the rear of private properties, whereas residents in this configuration must traverse back and forth across the alley from their residence to their garage. Staff recommends awarding the bid alternate improvements due to the alley configuration and poor pavement condition. This work involves grinding and overlaying the pavement and adjusting a water valve can to finished grade. The existing concrete cross gutter will remain.
Staff received six bids on November 17, 2022 for the Residential Street Rehabilitation project. Hardy & Harper, Inc. of Lake Forest submitted the lowest responsible base bid in the amount of $1,060,000. The low base bid as submitted is approximately 7.8% below the engineer’s $1,150,000 estimate. The optional bid alternate cost submitted by Hardy & Harper, Inc. equals $144,780, resulting in a $1,204,780 total contract cost. Staff evaluated the bid and found it acceptable. Staff recommends awarding the project to Hardy & Harper, Inc.
Construction would tentatively start in late January 2023 with an anticipated project completion in mid-March 2023.
Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined that the project is categorically exempt.
