DISCUSSION
Assistant Engineer - Water
The City’s water infrastructure is over 50 years old and has deteriorated after decades of continuous use, leaving it susceptible to pipe breaks and leaks which results in costly repairs. Evolving water regulations that add treatment requirements to an already burdened water system continue to compound infrastructure improvement needs. The City expects the Water Engineering team to produce up to nine miles of pipeline replacement each year, along with numerous other water improvement projects including well rehabilitation, pump station upgrades, treatment plant construction support and planning for future capital needs.
This position will enable staff to continue to address a baseload of work on capital projects allowing for the efficient, competent and timely completion of water projects as well as, maintaining a stable, responsive and more experienced in-house workforce.
Solid Waste and Recycling Specialist and Environmental Services Coordinator Series The City is committed to the long-term health and viability of the community through environmental stewardship by planning and implementing a wide range of sustainability initiatives and programs. The Public Works Department oversees various environmental related programs such as Recycling Waste, Storm Water Pollution, Energy and Water Conservation, F.O.G. (Fats, Oils, Grease) Control, Air Quality Management and recycling grant programs. However, the department does not currently have staff with a primary focus on these programs and divides the duties to ensure compliance amongst the Public Works Managers and Administrative Analysts.
The increasing legislative push to promote environmental sustainability, stringent compliance with state requirements and the transfer of the Refuse Collection Program to Public Works has warranted the need for a full-time dedicated staff. The FY 2022-23 budget development process approved funding for such staffing. The Solid Waste and Recycling Specialist and Environmental Services Coordinator Series positions will focus on environmental programs to ensure the City remains in compliance with new and existing regulations. Additionally, these positions will develop and support special outreach and education programs related to solid waste and recycling efforts for the residents and businesses of the City of Fullerton. These positions will enable the City to employ staff with the technical qualifications and knowledge to support the needs of the City’s ever changing and growing environmental programs.
Staff recommends the following salary range assignments:
Assistant Engineer - Water to salary range 490 ($76,615 - $97,783) which is the same salary range for Assistant Engineer Solid Waste and Recycling Specialist to salary range 485 ($71,212 - $90,887) which is the same salary range as Stormwater / Wastewater Compliance Specialist II Environmental Services Coordinator I to salary range 445 ($54,793 - $69,932) which is the same salary range for Administrative Analyst I Environmental Services Coordinator II to salary range 478 ($64,796 - $82,698) which is the same salary range for Administrative Analyst II.
