FISCAL IMPACT
The $25,926 2022 JAG allocation will enable the Police Department to purchase a Drager Drugtest 5000 Analyzer and radios for the mobile command vehicle without impacting the General Fund budget.
DISCUSSION
Orange County law enforcement agencies receive distributions of federal JAG grant funds on an annual basis. Prior distributions have provided funding for expenses including equipment, supplies and salaries for both sworn and non-sworn personnel. The City must sign and submit the MOU to Transfer Funds to the County of Orange prior to making any purchases or submitting requests for reimbursement. City Council must approve the 2022 JAG MOU to transfer the $25,926 funding.
The City will use JAG funds to support department operations conducting DUI-D evaluations during Drug Recognition Expert School Field Certifications, DUI Checkpoints and major injury or fatal traffic accidents with the purchase of a Drager Drugtest 5000 Analyzer. Most intravenous drug users do not have veins capable of having blood drawn for testing and sometimes subjects refuse to have their blood drawn at all. The Drager analyzer uses the subject’s saliva to test for intoxicating substances and provides results in a less invasive manner than blood draws. This will give Fullerton Police officers and drug recognition experts a secondary means to evaluate subjects when intravenous blood draws are not viable. Additionally, the City will use JAG funds to purchase Motorola APX radios to install in the new Police Department mobile command vehicle.
