PRIORITY POLICY STATEMENT
This item matches the following Priority Policy Statements:

Infrastructure and City Assets
Fiscal and Organizational Stability.

FISCAL IMPACT
This item has no additional fiscal impact to the FY 2022-23 Adopted Budget as the City has sufficient matching funds from donations set aside in the City’s Foundation Restricted Account in the Library Fund. The $194,650 grant award, along with $194,650 in matching funds from the City’s Foundation Restricted Account of previously donated funds, would allow funding of site preparation, security system installation and audiovisual equipment improvements.

DISCUSSION
The Fullerton Public Library applied for $194,650 in grant funding to support $389,300 project funding for life-safety and critical maintenance improvements for the Hunt Branch Library revitalization in July 2022. These improvements elevate the building as a community gathering place for library services as well as cultural, artistic and community engagement activities.

The Budget Act of 2021 (SB 129) provides the grant which focuses on funding for projects to address life-safety and critical maintenance needs. The City’s Foundation Restricted Account of previously donated funds would provide $194,650 in matching funds for this grant.

The Building Forward Library Infrastructure Grant Program provides California’s public libraries with support for capital projects addressing critical maintenance needs, improving and ensuring staff and patron safety. The California State Library has responsibility for administration of the grant project and disbursement of funds. The City must adopt a resolution approving application for the funds to accept and appropriate the grant funds.
