SUBJECT: sunny hills - twilight AREA WATER MAIN REPLACEMENT PROJECT DESIGN SERVICES AWARD
SUMMARY
Request to approve $99,745 purchase order for professional engineering design services to JIG Consultants for the Sunny Hills-Twilight Area Water Main Replacement Project (Project No. 53039).
RECOMMENDATION
Transfer and appropriate $30,000 of Water Funds from Project 53250 Water Main System Replacement to Project 53039 Sunny Hills-Twilight Area Water Main Replacement (Fund 44).
Authorize City Manager, City Manager designee or Public Works Director to execute $99,745 purchase order with JIG Consultants for Professional Engineering Design Services for Sunny Hills-Twilight Area Water Main Replacement Project.
Authorize Public Works Director, or designee, to approve any future change orders for professional design and construction support services and perform the required budget transfers within the approved spending limits.

FISCAL IMPACT
The Fiscal Year 2022-23 Capital Improvements Program (CIP) Budget includes $100,000 of Water Funds budgeted for Project 53039 Sunny Hills-Twilight Water Main Replacement. The project requires an additional $30,000 appropriation to fund staff support and consultant oversight for a $130,000 total project budget. Staff recommends a $30,000 budget transfer and appropriation of Water Funds from Project 53250 Water Main System Replacement approved in the FY 2022-23 Adopted Budget for Water Main Replacement projects to Project No. 53039.

DISCUSSION
The Sunny Hills-Twilight Area Water Main Replacement Project includes replacement of approximately 2.2 miles of water main pipelines ranging in diameter from 4-inches to 8-inches with construction of fire hydrants, valves, services and associated water appurtenances. See Attachment 2 for project location and limits.
Staff strategically separated this project scope from Project 53028 Hermosa Area Water Main Replacement to minimize construction impacts and interruptions to neighborhood residents. The City plans to implement construction of the two projects in a phased manner.
The existing water pipes in this area have approached the end of their useful life, experiencing a significant number of breaks and therefore require replacement. This project will also aid in meeting the Water Rate Study water main replacement goals.
Staff assessed the current workload and recommends utilizing design consultant professional services to prepare the design package for this project, due to resource needs exceeding available in-house staffing, project schedule requirements, the number of upcoming of capital projects and other baseload rehabilitation work. City Council approved a five-year, on-call water engineering design consulting services agreement with JIG Consultants of Orange, CA on October 16, 2018. JIG Consultants submitted a proposal for $99,745 for professional design services.
The design fee includes $99,745 for base design services including site investigations, utility potholing, project plans preparation, specifications and estimate package. The design fee did not include surveying services as Project No. 53028 previously provided them prior to project separation. See Attachment 3 for proposal.
Staff recommends execution of a purchase order for the project design to JIG Consultants.
Staff anticipates construction to occur in fall / winter 2023.
