PRIORITY POLICY STATEMENT

Fiscal and Organizational Stability.

FISCAL IMPACT
The video and access control improvements at the Hunt Library would cost an estimated $157,362.19, funded with the $389,300 Building Forward Library Infrastructure Project (Project 55060) approved by City Council on December 20, 2022. Costs may change due to supply chain demands. Project 55060 funding includes $194,650 from the California State Library’s Building Forward Library Infrastructure Grant of 2021 and matching funds of the same amount contributed by the Fullerton Public Library Foundation. Staff will evaluate the cost of ongoing maintenance and security recording retention and incorporate as necessary in subsequent year budgets.

DISCUSSION
The Building Forward Infrastructure Grant (2021) authorizes expenditure of grant funds on video and access control, audio-visual and site improvements related to the Hunt Library building.

City Council approved and entered into a professional services agreement with Wachter, Inc. on October 5, 2021 to provide closed circuit television network replacement services for several city facilities. Staff recommends continued utilization of Wachter, Inc. for related projects to support continuity of service, management and installation so long as the City is satisfied with service and performance provided.

Approval of Amendment Number One to the Wachter, Inc. Professional Services Agreement enables the City to continue to address security needs at the Hunt Library. Video and access control improvements mark the first of three identified areas the grantor has authorized use of the Building Forward Library Infrastructure Grant 2021.
