This technical memorandum presents a comparison of the previously analyzed trip generations for the proposed Sunrise Village Residential Project (proposed project; project), to the updated trip generation due to a change in the project description. The proposed project is located south of Rosecrans Avenue and west of Euclid Street in the City of Fullerton.

The purpose of this analysis is to determine whether an update to the Traffic Impact Analysis (TIA) would be warranted due to an increase in peak hour trips. The first project description, which the TIA was prepared for, proposed the construction of 116 townhomes and 52 single-family homes on a 12.52-acre lot to replace the currently occupied by a shopping mall, with around 104,381 (since revised to 108,400) square feet (sf) of retail. A 4,000sf Red Cross was also proposed to be demolished, however, credit was not taken for those trips. A subsequent memo was written for the second project description, replacing the 104,381 sf of retail with 104 townhomes and 49 single-family homes, and rehabilitating the existing 4,000sf Red Cross building into a 2,500 sf Veterinary clinic and 1,500 sf small office building. The third and current proposed project description replaces the 104,381 sf of retail and 4,000 sf Red Cross building with 64 townhomes, 49 single-family homes, and 23,000 sf of new retail. Figure 1 shows the first project site plan, Figure 2 shows the second site plan, and Figure 3 shows the new proposed site plan.

Project Trip Generation Comparison
The previous project trip generation was prepared using trip rates from the Institute of Transportation Engineers (ITE) Trip Generation, 10th Edition (2017) and counts taken at the project driveway (for the existing shopping center). As stated previously, the original analysis did not take credit for the existing Red Cross. Table 1 presents the previous trip generation estimate for the previous project.

Since the scoping agreement and TIA were finalized, the ITE Trip Generation, 11th Edition (2021) was released. The updated 11th edition shows a significant increase in the daily trip generation rate for retail uses, significantly increasing the amount of credit that would be taken for the existing use. Therefore, the 10th edition rates were used for a more conservative and to provide a consistent comparison to the original TIA. Table 2 presents the second proposed project, Table 3 presents the new proposed project, and Table 4 presents the comparison of the three project iterations. Due to the Red Cross changing its operation to commercial, credit was taken using the small office trip rates. Overall credit is still not taken for the existing 4,000 sf building.

As shown in Table 3, the new proposed project trip generation has higher Daily volumes than the previous projects; however, the new proposed project would generate fewer daily, AM and PM peak hour trips then the existing land uses.

Therefore, the previous TIA analysis would not need to be updated as the new proposed project would have a lesser impact to LOS then the previously analyzed project.

VMT SCREENING

☐Project is exempt from
CEQA; therefore, a VMT
Analysis is not required.

☒Project passes Primary
and Secondary Screening;
therefore, a VMT Analysis
is not required.

☐Project fails screening;
therefore, a VMT Analysis
is required.

Primary Screening
The Proposed Project:
☒Located in a Transit Priority Area
☒Located in a Low VMT-generating area
☐Project type is presumed to have a less than significant impact ☒Project generates less than 836 VMT

If any of the above boxes are checked, the project passes Primary Screening and the Project Planner completes applicable Secondary Screening.

Secondary Screening – Transit Priority Area
The Proposed Project:
☒Has a Floor Area Ratio (FAR) of less than 0.75
☐Is overparked in relation to City Code.
☐Is inconsistent with the applicable Sustainable Communities Strategy ☐Replaces affordable residential units with a smaller number of moderate- or high-income residential units.

If any of the above boxes are checked, the project fails Secondary Screening.

Secondary Screening – Low VMT-generating Area
The Proposed Project:
☐Is inconsistent with the existing land use1 (i.e. if the project is proposing single-family housing, there should be existing single-family housing of approximately the same density); or

☐Has a unique attribute that would otherwise be misrepresented utilizing the data from the travel demand model such as including land uses that would alter the existing built environment in such a way as to increase the rate or length of vehicle trips.

If any of the above boxes are checked, the project fails Secondary Screening.

1 Residential and office projects located within a low VMT area may be presumed to have a less than significant impact absent substantial evidence to the contrary. In addition, other employment - related and mixed- use land use projects may qualify for the use of screening if the project can reasonably be expected to generate VMT per service population that is similar to the existing land uses in the low VMT area.

VMT ANALYSIS

☒Preliminary project
analysis reveals no
probable VMT impact,
therefore, no further
study is required.

☐Project may have a
VMT impact and thus a
VMT Analysis is required.

The Proposed Project:

Estimated Daily Trips: 2,348
Average Trip Length: 6.8
Service Population 338
VMT per Service Population: 47.6
Project VMT: 15,967
VMT Credit: 32,899 Net Project VMT: -16,932

Target VMT per Service Population Threshold: 29.4
Percentage above/below VMT Target: 61.9%

City Traffic Engineer’s Finding:

The proposed retail and residential project replaces a predominately vacant shopping center located in a predominantly residential area of the City. There is no indication that the residents of the new project would have any different travel behavior than those living in the surrounding neighborhoods, who currently exhibit a lower than General Plan buildout level of vehicle miles traveled per service population. The proposed project net VMT is less than the existing shopping center both by model computations and by trip comparisons , therefore, it is reason able to
conclude that the proposed project will have no probable VMT impact.

LOS SCREENING

☒Project is not expected
to have an effect on
transportation; therefore,
a LOS Analysis is not
required.

☐Project fails screening
and may have a potential
effect on transportation;
therefore, a LOS Analysis
is required.

The Proposed Project:

Peak Hour Trip Generation: AM: 88
PM: 173

Peak Hour Trip Credit: AM: 107
PM: 257

Net Daily Trip Generation: -2,206

Proposed Project Net Peak Trip Generation: AM: -19 PM: -84

☐AM or PM peak hour trip generation is anticipated to exceed 40 net new vehicle trips.
☐The combination of land use and location necessitates further study.

If any of the above boxes are checked, the project fails LOS Screening.
