SUBJECT: ASSOCIATED ROAD WATER MAIN REPLACEMENT – YORBA LINDA BOULEVARD TO BASTANCHURY ROAD
SUMMARY
Award $1,339,100 construction contract to Big Ben, Inc. for the Associated Road Water Main Replacement – Yorba Linda Boulevard to Bastanchury Road Project.
RECOMMENDATION
Approve plans and specifications for Associated Road Water Main Replacement – Yorba Linda Boulevard to Bastanchury Road Project 53046.
2. Approve $1,685,000 budget transfer from Project 53250 Water Main System Replacement to Project 53046 Associated Road Water Main Replacement – Yorba Linda Boulevard to Bastanchury Road Project (Fund 44). .
3. Award $1,339,100 construction contract for Associated Road Water Main Replacement – Yorba Linda Boulevard to Bastanchury Road Project to Big Ben, Inc. and authorize City Manager, or designee, to execute the contract, in a form approved by the City Attorney.
Authorize Public Works Director, or designee, to approve any future change orders for construction and professional engineering construction support services within the approved project budget.

FISCAL IMPACT
The Fiscal Year 2022-23 CIP Budget has sufficient funding available for the Associated Road Water Main Replacement – Yorba Linda Boulevard to Bastanchury Road Project 53046 and requires no additional appropriation. Staff recommends a $1,685,000 budget transfer within the Water Fund from Project 53250 Water Main System Replacement to Project 53046 Associated Road Water Main Replacement – Yorba Linda Boulevard to Bastanchury Road. Staff has attached a budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2, respectively).
DISCUSSION
This project would replace 0.41 miles of water pipe on Associated Road from Yorba Linda Boulevard to Bastanchury Road as shown on Attachment 3.
Staff pre-ordered some material required for the project due to current market trends and to avoid any long lead item delays The existing water pipes on Associated Road have a history of water main breaks due to aging and need replacement. This project will also help the City meet the 2019 Water Rate Study water main replacement goals.
The City received six bids on December 14, 2022 for the Associated Road Water Main Replacement – Yorba Linda Boulevard to Bastanchury Road Project. Big Ben, Inc. of Irvine, CA submitted the lowest bid in the amount of $1,329,100, however, the submitted bid had a miscalculation. The corrected bid totals $1,339,100. The low bid, after correction, is approximately 16% below the engineer’s estimate of $1,600,000. Staff has evaluated the bid documents and found them acceptable. Staff recommends award of the project to Big Ben, Inc. This project will require significant night work in the intersections of Associated Road and Yorba Linda Boulevard and the intersection of Associated Road and Bastanchury Road. Staff has begun coordination with neighboring residents and businesses to minimize impacts during construction.
Staff anticipates construction for the Associated Road Water Main Replacement – Yorba Linda Boulevard to Bastanchury Road Project to begin by early February 2023 with an anticipated project completion in late April 2023.
Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined that the subject project is categorically exempt.
Staff has programmed, closely coordinated and scheduled a separate street rehabilitation project with the subject project and is currently under design for Associated Road from Yorba Linda Boulevard to Bastanchury Road.
