Infrastructure and City Assets.

FISCAL IMPACT
The Fiscal Year 2022-23 Adopted CIP Budget has sufficient funding for the project provided from American Rescue Plan Act (ARPA) Revenue Replacement Funds. Staff recommends a $740,000 budget transfer from Project 44589 Residential Street Program to Project 44066 Serrano-Yermo-Via Caliente Area Street Rehabilitation.

Staff has attached a Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2, respectively).

DISCUSSION
This project would rehabilitate approximately 0.60 miles of deteriorated residential street involving grind and overlay of the pavement. Other improvements include replacement of deteriorated curb, gutter, sidewalk and spandrel as well as construction of ADA access ramps. See Attachment 3 for project limits.

The following lists proposed street segments with current Pavement Condition Index (PCI):

Street

Calavera Place

29 (Very Poor)
City Council approved these street segments for rehabilitation on August 16, 2022. All streets will involve grind and overlay of existing pavement and PCI scores will reset to 100 (Very Good) upon completion of improvements.

Staff received nine bids on December 8, 2022 for the Serrano-Yermo-Via Caliente Area Street Rehabilitation project. Onyx Paving Company, Inc. of Anaheim submitted the lowest responsible base bid in the amount of $633,000. The low base bid as submitted is approximately 16.7% below the engineer’s estimate of $760,000. The difference is attributed to the bid cost of the as-needed pavement dig out repairs being significantly lower than other recent project bids. Staff evaluated the bid and found it acceptable. Staff recommends award of the project to Onyx Paving Company, Inc.

Construction is tentatively scheduled to start in late February 2023 with an anticipated project completion in late March 2023.

Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined that the project is categorically exempt.
