RECENT MASTER PLANNING EXPERIENCE
Master planning is a critical element in organized and fiscally responsible water, sewer, and recycled water infrastructure development. Our engineers have 30+ years of experience leveraging GIS-based computerized hydraulic models to replicate existing system performance and simulate growth allowing our clients to strategically plan for significant infrastructure improvements in their capital improvement program.

Proposal for RFP #4381 - Sewer Master Plan Update and On-Call Services 5 Our engineers can assist with planning level studies to:
▪ Validate system-wide performance and/or Identify existing system deficiencies; ▪ Determine future system demands, supply requirements, and flow generation; ▪ Test and evaluate alternative analyses; and,
▪ Create a roadmap to implement new improvements sized and scaled appropriately and cost-effectively.

An accurate and calibrated computerized GIS-based
hydraulic model is a primary tool for achieving these
goals. Once developed, a hydraulic model provides the
ideal tool for evaluating options to address capacity
issues, identify means of redundancy, quantify level of service, assess risk management, and numerous
other scenarios.

We believe it is essential to emphasize the qualities
that the Dudek Team offers the City:

1. A responsive project manager with broad
experience in sewer master plans;

2. An experienced project team that is familiar
with the key issues;

3. A project design team expert in GIS-based
modeling software, including Innovyze
InfoSewer and InfoSWMM; and

4. A proven work approach and quality control
program.

On the following page, Table 1. identifies agencies
recently assisted by Dudek in their sewer/wastewater
/GIS master planning efforts.

Through the Placentia master plan efforts, the study
revealed nearly $13 million in necessary capacity
improvements to accommodate the City’s influx of
redevelopment, providing the City with necessary
justification to collect revenue through a combination
of sewer service and redevelopment fees.

SEWER MASTER PLAN, CONDITION ASSESSMENT , AND GIS UPDATE PROJECT Client: City of Chino, 13220 Central Ave, Chino, CA 91710 Reference: Natalie Avila, Project Manager, 909.364.2770, [email protected] Contract Amount: $599,980
Completion Date: 10/2020 – 9/2022
Key Team Members: Russ Bergholz, Elizabeth Caliva, Hanna Dodd, Shannon Brown, Jenni Li Dudek recently completed the City of Chino's Sewer Master Plan and GIS Update. The overall goal was twofold, including: (1) Evaluating existing and future sewer system capacity and existing sewer asset condition for the development of a phased approach for the City's sewer capital improvement program with capacity and condition-related projects; and (2) Creating a dynamic GIS database that can be leveraged for multiple operational and project planning purposes, including integration into an asset management system to streamline data collection.

SEWER MASTER PLAN UPDATE AND CONDITION ASSESSMENT
Client: City of Pasadena, 100 N. Garfield Ave., Pasadena, CA 91109 Reference: Brent Maue, City Engineer, 626.744.7307, [email protected] Contract Amount: $473,000
Completion Date: Completed 11/2019
Key Team Members: Russ Bergholz, Elizabeth Caliva, Hanna Dodd, ADS Flow Monitoring The City of Pasadena had last completed a sewer master plan over ten years prior and experienced a significant change in public works staff over the years. As a result, the City needed a complete evaluation of the 700-mile sewer collection systems condition, operational issues, capacity analysis, and
rehabilitation needs. Dudek proposed a comprehensive
assessment of hydraulic capacity through updated flow
monitoring and hydraulic modeling, as well as condition assessment and identification of improvements needed for system operation and reliability.

As the City is 99% built out and historically has not experienced significant capacity issues, Dudek proposed to focus efforts on identifying rehabilitation needs, quantifying specific repair methods, grouping improvement by region, and, most importantly, applying prioritization of recommended improvements to address the most critical issues first. Taking a system-wide perspective and focusing on key improvement areas that mitigate high risk, City staff will have confidence that the collection system will continue to operate and be maintained cost-effectively.

SEWER MASTER PLAN AND CONDITION ASSESSMENT
Client: City of Placentia, 401 E. Chapman Ave, Placentia, CA 92870 Reference: Luis Estevez, Director of Public Works, 714.993.8120, [email protected] Contract Amount: $253,455
Completion Date: February 2018
Key Team Members: Russ Bergholz, Elizabeth Caliva, Hanna Dodd Under new leadership and management, the City of Placentia needed an update to its aging 2002 Sewer Master Plan to support recent and substantial redevelopment plans within their TOD and Old Town portions of the collection system. As a result, Dudek was hired to conduct condition assessment of
approximately 20% of the collection system while concurrently preparing the system-wide sewer master plan update.

The condition assessment work included reviewing approximately 30 miles of pipeline and identifying $1.5M in needed
rehabilitation, primarily consisting of CIPP lining of aging sewer pipelines.

The sewer master plan work included the creation, flow loading (using flow monitoring), calibration and capacity analysis of a new sewer hydraulic model that revealed nearly $13M in
necessary capacity improvements to accommodate the influx of redevelopment.

Completing rehabilitation through CIPP will revive and reset the useful life of the infrastructure, reducing risks associated with failures. In addition, identifying redevelopment-triggered capacity projects through master planning will provide the City with the necessary justification to collect revenue through a combination of sewer service and redevelopment fees.

Proposal for RFP #4381 - Sewer Master Plan Update and On-Call Services 14 d/ Detailed Work Plan and Implementation
Schedule
Project Understanding and Approach
With a current population of approximately 144,000, the City of Fullerton's (City) 2020 Urban Water Management
Plan projects the City will increase its population by
approximately 46,000 by 2045, a growth of over 30% from current population estimates. This continued growth
potential puts the City in a unique position among more built-out cities in the region by needing to focus heavily on both condition assessment of aging sewer system assets
and capacity analysis to accommodate for future growth.

The City's sewer collection system consists of over 330 miles of gravity pipeline and 36 sewer siphons. The oldest segments in the City were installed over 100 years ago, and a significant portion (41%) were installed before 1958.

The City does not perform wastewater treatment; instead, the City's system flows into the Orange County Sanitation District (OCSD) trunk system, which provides conveyance and, ultimately, wastewater treatment and disposal for several municipalities in the region.

The City has been very proactive in the sewer collection system's maintenance and upgrades, following the State- required Sewer System Management Plan (SSMP) goals for cleaning, CCTV inspection, and rehabilitation and replacement of aging infrastructure. While we include condition assessment in this scope of work, as a result of the City's proactive approach, the effort included is minor relative to the capacity evaluation.

The 2009 master plan provided a 20-year Capital Improvement Program with 17 capacity-related project recommendations. Since then, the City has completed many of the recommended capacity-related projects.

However, the City's hydraulic model has not been updated. Therefore, a significant focus of this master planning effort includes 1) Updating and calibrating the sewer model and performance of capacity analysis to validate the successful capacity projects from 2009, and 2) Provide an updated evaluation of existing system capacity and anticipate where growth may lead to future capacity improvement needs.

The City has requested technical memorandums (TMs) for each task. Dudek proposes to draft the requested TMs as formatted draft chapters of the master plan report. We have found that writing the report alongside the progression of work ensures all aspects of the project are considered and critical components are not missed or forgotten. In addition, drafting the TMs as report chapters also streamlines the development of the complete master plan report towards the end of the project.

Dudek is proactive in our approach to managing projects, project resources, and quality control. Please refer to the Project Management Resources section following the Scope of Work and Project Schedule (pages 28 and 29 of this proposal).

Figure 2. Priority vs. Build-Out

Proposal for RFP #4381 - Sewer Master Plan Update and On-Call Services 15

Dudek understands the City's overall goal of this Sewer Master Plan is to provide the City with a comprehensive report to confirm the current state of the sewer collection system and provide a clear road map as development continues across the City. Therefore, Dudek's master plan reports utilize easy-to-follow graphics and well- formatted tables to convey complex or data-intensive information in an intuitive and organized fashion to provide that clarity.

The objectives to reach the overall project goal includes the following:

1. Review all relevant information, including the 2009 master plan, sewer CCTV inspection reports, flow measurements, manhole inspections, record drawings of upgrades since the last Sewer Master Plan (SMP) update.

2. Provide flow monitoring services for mains larger than 12 inches, up to 30 flow meters, set in Feb/Mar 2023 to ideally capture a significant wet weather flow event.

3. Analyze results of the flow monitoring and associated sanitary sewer use trends.

4. Update the existing InfoSWMM sewer system computer model with updated GIS improvements for recent system improvements.

5. Perform a capacity evaluation for existing and future conditions.

6. Perform condition assessment of pipelines 12 inches and larger, particularly those nearest to identified potential capacity deficiencies.

7. Develop a comprehensive inventory of recommended Capital Improvement Program projects for facility replacement/upgrade, including project cost estimates.

8. Provide new updated Sewer Master Plan (SMP) documents.

The following sections provide our approach to the specific tasks of the project. Note that an additional Condition Assessment task has been included after the Capacity Analysis and prior to the Capital Improvement Program tasks in the RFP; therefore, Task numbering varies slightly from the RFP.

Proposal for RFP #4381 - Sewer Master Plan Update and On-Call Services 16 Implementation Work Plan
The Implementation Work Plan provides a roadmap for how significant elements of the scope of work relate to each other and lead to the preparation of project deliverables. For example, Figure 3 illustrates how we propose progressing the City's Sewer Master Plan.

Figure 3. Work Plan Approach

Proposal for RFP #4381 - Sewer Master Plan Update and On-Call Services 17 Scope of Work
The following section provides further detail for the approach and framework to complete each work element. This approach is the basis for estimating the level of effort for each step of the project.

Task 1 Project Management and Meetings
Effective project management is key to the successful completion of any project. Dudek has a proven record of delivering projects on time and within budget. Please refer to the "Project Management Controls" section for our detailed Project Management and Quality Control Approach. City Input:
▪ City will provide all data listed above for review.
▪ City will provide one (1) set of consolidated comments on the draft TM Deliverables:
▪ The results of the task will be summarized in a draft and final TM (Chapter 3) Task 2.4 Hydraulic Model Development and Calibration
Dudek will review the City's existing (2009) hydraulic model, potable water billing data, and GIS and recommend an approach for the model update. While updating the hydraulic model with recent improvements, key OCSD trunks, and initial load estimates based on potable water billing data, Dudek will utilize ADS to perform flow monitoring of the sewer collection system.

Sewer flow monitoring provides a current and accurate assessment of the capacity usage of the collection system.

The City's previous (2009) master plan utilized flow metering data from 2002 to 2007 from 52 unique flow meters to develop a calibrated sewer system hydraulic model.

To improve the accuracy of the model calibration, this effort proposes up to 30 flow meters be installed to capture a holistic and congruent view of sewage flows in the system, to capture a significant wet weather event to identify potential rain-dependent inflow and infiltration (RDII) impacts. In addition, historical (2017/2018) OCSD flow metering data will also be reviewed and analyzed to identify a basin's wet weather peaking factor (PWWF/ADWF).

Dudek's goal when developing the flow monitoring plan is two-fold, including:

1. Calibration of the Hydraulic Model – Placing several flow meters at the exact locations used in the past
flow metering studies, if available, and a comparison
of average flows will be used to calibrate the sewer
model and assess the system-wide change in flows
over the years.

2. Defect Flow Sensitivity – Defect flow consists of
anything other than intended sanitary sewer flow,
such as groundwater infiltration, inflow from the
surface, or illegal connections from gutters. As a first step toward finding and fixing defect flows within the
collection system, using flow meters in conjunction
with a significant rain event will provide direction on where problems exist.

Dudek will develop a flow monitoring work plan with the City, prioritizing locations that:

ADS Environmental Services will provide flow
monitoring and will validate the hydraulic
model and any defect flow sensitivity.

Proposal for RFP #4381 - Sewer Master Plan Update and On-Call Services 20 ▪ Showed high rain-dependent inflow and infiltration (RDII) influence in the 2009 Master Plan and/or are suspected by Operations staff to have high RDII
▪ Have high average flow rates for comparison of overall system growth over the past years ▪ Are at or near outfall discharge locations to OCSD trunk sewers. ▪ Are fed by areas of consistent land use type (e.g., single-family residential) for use in updating unit flow factors
Wet weather flow monitoring is anticipated to last six (6) weeks with the primary goal of capturing a wet weather event.

A flow metering summary report will be prepared by ADS that evaluates typical dry and wet weather diurnal patterns for weekdays and weekends. In addition, RDII will be included for estimating peak wet weather factors.

Dudek will document the model update, flow monitoring and calibration process in Task 2.4 TM, structured as Chapter 4 of the master plan report "Hydraulic Model Update and Calibration." Assumptions:
▪ City's existing InfoSWMM model is fully operational.
▪ GIS data and operational data provided by the City for the model update are complete, up-to-date, and accurate.
▪ City potable water billing data can be spatially located. ▪ Thirty (30) flow meters and two rain gauges for six weeks in Winter 2022-2023 are assumed for the fee estimate; this value may be reduced upon closer inspection of available data. ▪ Meeting to review flow monitoring locations as one of the Model Development workshops under Task 1.

City Input:
▪ City will provide all data listed above for review.
▪ Input on flow metering location selection.
▪ 2017-2018 OCSD outfall flow monitoring results
▪ City will provide one (1) set of consolidated comments on the draft TM ▪ Data listed in Task 2.3.1 is available.

Deliverables:
▪ Flow monitoring work plan and ADS Flow monitoring summary report. ▪ Meeting agenda and minutes.
▪ The process and results of the task will be documented in a draft and Final TM (Chapter 4) Task 2.5 Sewer System Evaluation
Dudek will create the following model scenarios from the Task 2.4 calibrated model scenario using data from Task

2.3:

Proposal for RFP #4381 - Sewer Master Plan Update and On-Call Services 21 ▪ Existing (2023)
▪ Near-Term (2030)
▪ Build-out
After the creation of these scenarios, the model will be used to analyze the City's sewer capacity under peak dry weather flow (PDWF) and peak wet weather flow (PWWF) conditions in the existing (2023), near-term (2030) and build-out scenarios (6 scenarios). Timed recommendations for capacity improvements will be made as a result of the analysis.

After model analyses are complete, Dudek will provide the City with a draft and final Task 2.5 TM summarizing the findings of the analyses, structured as Chapter 5, "Capacity Analysis." Assumptions:
▪ Near-Term (2030) development data provided by the City for the model update is up-to-date and accurate
▪ Capacity design and planning criteria and "trigger" criteria from the 2009 SMP will be reviewed with the City and modified if necessary.
▪ Two (2) workshops with the City on the findings, per Task 1 City Input:
▪ City will provide all data listed above for review.
▪ Comments on workshop minutes. Support in coordinating workshops. ▪ One (1) set of consolidated comments on the draft TM
Deliverables:
▪ The results of the task will be documented in a draft and final TM (Chapter 5) ▪ Workshop Agendas, Minutes, Action/Decision Logs
Task 3 Condition Assessment
Consideration of condition, assessment of needs, and rehabilitation of facilities are critical to ensure continued reliability and economic feasibility of maintaining the City's collection system assets. Accordingly, the City has been proactive in inspecting and rehabilitating aging infrastructure. This task will support the continuation of the City's efforts by incorporating identified deficiencies into the proposed capital improvement program and identifying new weaknesses in larger diameter pipelines (12" and larger), particularly those in the vicinity of capacity improvements identified as part of Task 2.

Dudek will utilize the inspection reports primarily to evaluate pipeline conditions. We anticipate videos will be reviewed in the case of potential pipeline replacement project recommendations. Dudek will review the existing CCTV inspection reports for each pipeline reach, document defects, laterals, sags, debris, roots, grease, offset joints, cracks, or other noted problems and identify infrastructure at risk of failure due to condition.

The steps associated with the condition assessment are shown graphically in Figure 4 below.

Proposal for RFP #4381 - Sewer Master Plan Update and On-Call Services 22

The specific rehabilitation method selected will be determined on a reach-by-reach basis and coordinated with the capacity improvement recommendations from Task 2.5 to minimize expensive and intrusive open cut construction. Dudek is highly experienced in evaluating defects and looks to balance the benefits of rehabilitation versus cost and useful life of the host pipeline. Full-length pipeline rehabilitation may not necessarily be
recommended in all cases. For example, where the
pipeline's structural integrity has been compromised due to collapse or other failure, point repairs of single pipe segments or connections at manholes may be the only
rehabilitation means necessary. Depending on the
nature, quantity, and severity of defects observed during the condition assessment review, methods of trenchless
rehabilitation or repair to be considered include the
following: specialty and heavy cleaning, in-situ point repair such as Weko Seal, Link-Pipe mechanical seal, or LMK
Performance short liner, open trench point repairs such as short- or long-segment pipe replacement, in-situ lining with Cured-In-Place Pipe (CIPP) liner cured with hot water or steam, complete open cut removal, and replacement,
and total replacement using a trenchless method such as pipe bursting.

Dudek will document findings and recommendations associated with condition assessment in a draft and final Task 3 TM, structured as Chapter 6 of the master plan report, "Condition Assessment." In addition, the condition assessment recommendations will be noted in the City's GIS and used to create graphics to represent the results visually.

Dudek recently finished a sewer rehabilitation
program for the City of South Pasadena. CIPP
was used to repair the sewer pipelines, reducing
the impact to local residents and businesses.

Wastewater is treated at a 9.5-million-gallon per-day (mgd) wastewater treatment plant owned by the City of Redlands that uses two parallel treatment systems: a 6.0 mgd membrane bioreactor treatment process and a 3.5 mgd conventional process. This Master Plan Update will result in a new hydraulic model, an updated capacity analysis of the City of Redlands’ collection system, a process evaluation of the wastewater treatment plant, and a list of recommended Capital Improvement Program (CIP) projects for long-term reliability of the City of Redlands’ wastewater system.

Sewer Master Plan and GIS Update, City of Chino, California. Project engineer. Dudek is in the process of updating the City of Chino’s Sanitary Sewer Master Plan and providing a comprehensive GIS update. The City of Chino’s sewer collection system consists of more than 220 miles of gravity pipeline, 4,200 manholes, one sewer lift station (with one more currently in construction), and approximately 2,500 feet of sewer force main. With anticipated growth projected at over 20% by 2035, the City of Chino is in a unique position among more built-out cities in the region and needs to focus on both condition assessment of older sewer system assets and capacity analysis to accommodate for future growth. Included in the Sanitary Sewer Master Plan is hydraulic model development, flow monitoring, and manhole surveys. Dudek will be evaluating existing and future sewer system capacity and condition assessment for development of a phased CIP project. Additionally, Dudek’s GIS department will be creating a GIS database to be leveraged for multiple operational and project-planning purposes, including integration into an asset management system.
