This item was continued from the November 9, 2022, Planning Commission Meeting due to a lack of quorum.
Contract Planner Fregoso provided a staff report and presentation on a request for a Development Agreement and Conditional Use Permit to allow construction of a freeway -oriented electronic billboard adjacent to the State Route 91 freeway on property located at 1604 South Harbor Boulevard (east of Harbor Boulevard and north of SR-91).
Chair Cox opened the public hearing at 7:26 p.m.
The following addressed the Planning Commission:
• Mardy Ying, Applicant, hopes concerns have been
addressed and responded to questions regarding revenue. • Curtis Gamble, Fullerton, spoke in support of the project.
The following addressed the Planning Commission via Zoom:
• Kayla Asato asked if the billboard would be used to
announce events such as upcoming public hearings.
• Maureen Milton, Fullerton, inquir ed about the revenue generated from the billboard.
Chair Cox closed the public hearing at 7:34 p.m.
It was moved by Commissioner Gambino, seconded by Vice Chair Dino, to adopt Resolution Nos. PC -2022-28 and PC -2022-29, entitled:
RESOLUTION NO. PC-2022-28 - A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF FULLERTON, CALIFORNIA,
RECOMMENDING THAT THE CITY COUNCIL APPROVE A
DEVELOPMENT AGREEMENT FOR A FREEWAY- ORIENTED
ELECTRONIC BILLBOARD TO PROVIDE THE PROJECT APPLICANT
AND THE CITY OF FULLERTON CERTAIN ASSURANCES WITH
RESPECT TO PROJECT APPROVALS AND OBLIGATIONS
RESOLUTION NO. PC-2022-29 - A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF FULLERTON, CALIFORNIA,
RECOMMENDING THAT THE CITY COUNCIL APPROVE A
CONDITIONAL USE PERMIT FOR A FREEWAY -ORIENTED
ELECTRONIC BILLBOARD ON PROPERTY ZONED G -C, GENERAL
COMMERCIAL, LOCATED AT 1604 SOUTH HARBOR BOULEVARD
