FISCAL IMPACT
This item generates no fiscal impact to the City as the FY 2022-23 Adopted CIP Budget has sufficient funding for the project. A Highway Safety Improvement Program (HSIP) Grant, Measure M2 and Gas Tax funds fund this project. The HSIP Grant will pay for approximately 70% of eligible construction costs, up to approximately $286,000 with the City responsible for all remaining costs. Staff recommends budget transfers and appropriations in the amount of $35,000 from Project 46930 Multi-Modal Enhancement Program and $90,000 from Project 46027 Traffic Signal Operation Enhancement Program to Project 46025 Flashing Beacon Pedestrian System to address the City’s project costs.
Staff attached a Budget Data Sheet / Summary of Bids and the Contractor’s Bid Schedule for reference (Attachments 1 and 2).
DISCUSSION
This project will install fourteen rectangular rapid flashing beacon (RRFB) systems at various locations throughout the City. RRFB systems include rectangular LED light fixtures that flash with high frequency and high visibility when activated by a pedestrian. Improvements associated with the installation of the RRFB systems include restriping and/or reconfiguration of existing crosswalks, installation of new signage and installation of additional lane markings. This project enhances existing uncontrolled crosswalks by providing pedestrian activated RRFB systems to alert motorists to the presence of pedestrians at a mid-block crosswalk.
The Project included an optional bid alternate to install RRFB systems at two additional locations – Highland Avenue and Elm Avenue and Valencia Drive and Tommy De La Rosa Way. Highland Avenue and Elm Avenue would receive a new RRFB system and enhancements to existing striping. Valencia Drive and Tommy De La Rosa Way would receive a replacement of an existing older system, as well as enhancements to existing striping. Staff recommends awarding the bid alternate improvements.
The City received five bids on November 28, 2022 for the Flashing Beacon Pedestrian System Project. California Professional Engineering, Inc. of La Puente submitted the lowest responsible base bid in the amount of $307,563. The low bid as submitted is approximately 0.77% lower than the engineer’s estimate. The optional bid alternate cost submitted by California Professional Engineering, Inc. totals $59,753, resulting in a $367,316 total contract. Staff evaluated the bid and found it acceptable. Staff recommends awarding the project to California Professional Engineering, Inc.
Construction tentatively starts late February 2023 with a tentative completion in mid-May 2023.
Staff has prepared an environmental assessment in accordance with the California Environmental Quality Act guidelines and determined that the project is categorically exempt.
