DISCUSSION
Staff received a petition from residents of Locust Drive requesting an exemption from the 2:00 a.m. to 5:00 a.m. early morning parking restriction on both sides of the street between Valencia Drive and Oak Avenue due to limited on-site parking to accommodate larger families.
Fullerton Municipal Code Section 8.44.080 allows for early morning parking exemptions, providing a majority of property owners on both sides of the street support an exemption and the City considers the area off-street parking deficient. In this case, 70% (seven of ten property owners) on the west side of the street and 67% (four out of six property owners) on the east side of the street signed a petition in support of the exemption.
Locust Lane is a north/south residential street with a prima facie speed limit of 25 miles per hour. This segment of Locust Drive has a 36-foot curb-to-curb roadway width with one lane of traffic in each direction. The Municipal Code allows on-street parking on both sides of the street except for the Early Morning Parking restriction period between 2:00 a.m. and 5:00 a.m.
This segment of roadway consists of single-family homes with sub-standard two-car garages, which staff determined constitutes an off-street parking deficiency. The City Traffic Engineer recommends approval of the resident request based on the majority support from both sides of the street,.
The City notified all property owners affected by the proposed change of the City Traffic Engineer’s recommendation. Staff received no opposition to this proposal at the time of the writing of this report. The applicant has paid the non-refundable $523 fee to process this request.
