MEETING DATE: DECEMBER 5, 2022
TO: TRANSPORTATION & CIRCULATION COMMISSION
SUBMITTED BY: PUBLIC WORKS/TRAFFIC ENGINEERING DIVISION
PREPARED BY: DAVE ROSEMAN, CITY TRAFFIC ENGINEER
SUBJECT: EARLY MORNING P ARKING RESTRICTION REPEAL-
LOCUST DRIVE BETWEEN VALENCIA DRIVE AND OAK
AVENUE
SUMMARY
Consideration of a resident request to repeal the 2:00 a.m. to 5:00 a.m. “Early Morning Parking” restriction on both si des of Locust Drive between Valencia Drive and Oa k Avenue.
RECOMMENDATION
Concur with the City Traffic Engineer’s recommendation and forward to City Council for approval of an exemption from the “Early Morning Parking” restriction on both sides of Locust Drive between Valencia Drive and Oak Avenue, as shown in Exhibit “A” (Attachment 1).
DISCUSSION
Staff rece ived a peti tion from the residents of Locust Drive req uesting an exemption from the 2:00 a.m. to 5:00 a.m. early morning parking restriction on both sides of the street between Valencia Drive and Oa k Avenue. The residents living on this stretch of street requested the exemption due to limited o n-site parking to accomm odate larger families.
Fullerton Municipal Code Section 8.44.080 provides for early morning par king exemptions, providing a majority of the property owners on both sides of the street support an exemption and the City considers the area off-street parking deficient. In this case, 70% (seven out of ten property owners) on the west side of the street and 67% (four out o f six property owne rs) on the east s ide of the street signed a petition in support of the exemption.
Early Morning Parking – Locust Drive
December 5, 2022 - Page 2
Locust Drive is a north/south residential street with a prima facie speed limit of 25 miles per hour. This segment of Locust Drive has a curb -to-curb roadway width of 36 feet with one lane of traffic in each direction. O n-street parking is allowed on both sid es of the street except for the Early Morning Parking restriction period between 2:00 a.m. and 5:00 a.m.
This segment of roadway consists of s ingle-family homes with sub-standard two-car garages, which staff determined constitutes an off-street parking deficiency. Based on the majority support from both sides of the street and an apparent parking deficiency, the City Traffic Engineer is recommending approval of the resident request.
All property ow ners affected by the proposed change were notified by mail of the meeting. At the time of the writing of this report, staff had received no opposition to the proposal. The applicant also paid the non-refundable $523 fee to process this request.
